This amendment addresses vendor concerns specific to the Orgnaizational Conflict of Interest (OCI) and extends the due date for Proposals. Only documents that have been revised as a result of changes to the RFP at this amendment are attached. Changes are reflected in orange highlight for amendment 3 revisions.
Summary of Changes: 1. Due date to sumit the RFP is changed from June 28, 2013 to July 12, 2013.
2. The following statement has been removed from Section 52.212-1 and the Government PWS;
"A contractor who currently supports a non-DOI Financial Management Federal Shared Service provider in a prime or teaming, subcontractor relationship, is not eligible to propose on this requirement as its relationship with another Federal Shared Service Provider creates a significant organizational conflict of interest to the DOI FMLoB."
and REPLACED WITH THE FOLLOWING STATEMENT:
NOTICE OF POTENTIAL ORGANIZATIONAL CONFLICT OF INTEREST Contractors are advised to be aware of the heightened possibility of a potential Organizational Conflict of Interest (OCI) due to the nature of this requirement.
This notice applies to contractors who currently are providing any one or more of the services described in the Government Performance Work Statement entitled "Oracle Federal Financial System Support for the Financial Management Line of Business (FMLoB) A Shared Service Provider, Interior Business Center (IBC)."
This applies whether a contractor is providing these services (a) directly to Financial Management Federal Shared Service Providers (SSP) or (b) to Federal sector commercial entities supporting such SSPs.
This applies to contractors (a) proposing under this requirement in a prime contractor role or (b) that will be proposed under this requirement in a teaming and/or subcontractor role.
Any contractor providing services as noted above shall detail the services provided, the entity(ies) to whom they are being provided, and all other pertinent circumstances and provide an OCI mitigation plan. The OCI mitigation plan must assure IBC that there is an absolute and rigorous separation between IBC and the non-IBC SSP or commercial entity. Based upon information provided and the OCI mitigation plan, the Government will determine whether the apparent OCI can be mitigated with respect to the services being provided directly or indirectly to a non-IBC SSP.
Any contractor NOT providing the services described above, are not required to submit an OCI mitigation plan at the submission of the RFP.
Further, all contractors must submit a Sensitive Information Protection plan designed to ensure that all IBC- sensitive information is protected against potential disclosure to competitive Federal and commercial FMLoB providers.
The acceptability determination by the contracting officer of an offeror's OCI Mitigation Plan and Sensitive Information Protection Plan (required in every case) will be performed at step 1 based on Go/No-Go criteria only of the multi-step process.
Note: As published in the base RFP document, additional OCI terms and conditions are found at Section 52.212-2 Evaluation of Commercial Clauses, custom clause #3.

The Interior Business Center (IBC) has an ongoing need for an industry partner to assist in providing support to current and potential client agencies of the Oracle Federal Financials (OFF) financial accounting system (hereafter referred to as OFF). The IBC currently supports small (less than 1,000 employees) and medium (1,000 to 5,000 employees) Federal agencies with OFF, and/or other Oracle enterprise support systems. The IBC is positioned to offer OFF system support as well. The IBC anticipates offering OFF predominately to large agencies (over 5,000 employees) and mid size agencies with specialized requirements complementary to OFF. The future number of the IBCs OFF client agencies will directly depend on the IBC and its supporting contractors ability to offer competitive best value solutions as a Shared Service Provider (SSP) of the Federal-wide Financial Management Line of Business (FMLoB) established by the Office of Management and Budget (OMB). The vendor must be able to successfully implement and support OFF version R12 under this IDIQ. To be successful, the vendor must be able to demonstrate its ability and capabilities to support simultaneous implementations of various size agencies at any given time.
To ensure that it can provide best value to client agencies, the IBC will select a contractor as its OFF partner. The selected contractor will assist the IBC in four primary areas: 1. Participate in customer/client engagement activities and preparation of technical/cost proposals to implement OFF and other Oracle enterprise applications to potential client agencies and develop technical/cost proposals for implementing new functionality for existing OFF client agencies;
2. Serve as the integrator where the IBC is selected as the service provider for new customer implementation/integrations and/or enhanced functionality as desired by an existing client agency;
3. Provide support for OFF implementation/integration activities for which the Government is specifically responsible; and
4. Provide support for OFF application operations and maintenance.
