About this opportunity
The Department of the Interior's Office of Natural Resources Revenue (ONRR) is seeking an IT Modernization Integrator to support the comprehensive redesign and implementation of their technological infrastructure. This Request for Information (RFI) aims to gather industry insights for developing an acquisition strategy to holistically modernize ONRR's IT systems, aligning with their Business Process Reengineering (BPR) findings. The RFI requires interested vendors to submit a 45-page survey detailing their experience, capabilities, and approach to supporting ONRR's IT modernization goals, with an optional 15-page capability statement. Vendors are asked to provide best practices, recommendations, and lessons learned from similar federal IT modernization efforts. The government will use the responses to draft informed requirements documents and develop an acquisition strategy, with potential follow-up meetings with select vendors.
The procurement is not set aside for any specific business category and is open to all qualified vendors in the Computer Systems Design Services (NAICS 541512) sector. The anticipated solicitation date is late in the 3rd quarter of Fiscal Year 2025, with an expected contract award in the 4th quarter of Fiscal Year 2026, though these dates are subject to change. Responses to the RFI must be submitted electronically by noon Eastern Time on November 25, 2024, with no extensions granted. The government is seeking a single contractor to provide full systems development lifecycle services under a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with objectives including reducing technical complexity, minimizing customization, and improving operational maintenance capabilities. While specific budget ranges are not disclosed, the scope involves taking over operations and maintenance of existing modules and implementing modernized solutions across platforms like Salesforce, Snowflake, and a new financial management system.
