The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for Retro-Commissioning Repairs, primarily of HVAC and related systems, controls, and air handling equipment, at the USDA ARS National Soil Erosion Lab (NSERL), located at 175 University Street, West Lafayette, Indiana 47907-2063.


Solicitation AG-32SC-S-17-0050 is issued as a Request for Proposals (RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 and 36 and will be incorporated as a firm-fixed price award.

Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside.


The associated NAICS Code is 238220, Other Building Equipment Contractors. The small business size standard is $15.0 million.


Magnitude of Construction is between $25,000 and $100,000.


All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Randal Barnett, via email to randal.barnett@ars.usda.gov. Questions must be submitted no later than10:00 AM Central Daylight Time on August 14, 2017. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.


Biobased Products: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products. PROJECT SCOPE:
This requirement is described in detail in the attached proposed 'Statement of Work', along with a document entitled 'HVAC System Description', providing detail as to the necessary work, and equipment involved, including photographs.  These documents are subject to modification/refinement at issuance of the solicitation.

A site visit will be scheduled, details to be provided in the upcoming solicitation.


SOLICITATION PERIOD:
A request for proposal is scheduled to release on or about Monday, July 31, 2017. Proposals will be due on or about August 16, 2017.


SOLICITATION PROCEDURES:
This acquisition will be issued as a 100% Small Business Set-Aside, Request for Proposal, through the Federal Business Opportunities (FedBizOpps) website. The NAICS code for this procurement is 238220; Small Business Size Standard is $15 million. Product Service Code (PSC) is Z2DB. The anticipated period of performance will be 180 calendar days from Notice To Proceed. A Bid Bond, Performance Bond, and Payment Bond may be required. It is anticipated that award will result in a single award firm-fixed price contract.


This is an electronically issued acquisition. The solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. All responsible offerors may submit a proposal. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Proposals will be accepted electronically via email.
