Project Title: Retro-Commissioning Repairs Project Location: USDA-ARS, National Soil Erosion Lab (NSERL)

SCOPE OF WORK
Base Bid
Work Item Description
BB.1 Install thermostat and controls to shut off radiant heating panels when not needed. North, East & South radiant heating panels run continuously.
BB.2 Install differential pressure sensor/transmitter for dirty filter monitoring at Building Management System (BMS).
The BMS is Tridium N4. Air Handling Unit–1 (AHU-1) has no differential pressure sensor for filters.
BB.3 Address outdoor air damper control to ensure adequate ventilation and pressurization. Overall building pressure was measured at -0.05". Outside air damper locked into minimum position. Non-laboratory areas (associated with Labs 124, 124A, 125, 127, 147, 148, and 149) are not receiving adequate fresh air in accordance with ASHRAE Standard 62.
BB.4 Adjust dead band on sequence of operations to prevent extended periods without available cooling. Economizer and chiller engagement setpoints have a temperature gap between the setpoints.
BB.5 Install a separate temperature transmitter and control loop for preheat coil. Preheat setpoint is determined off of discharge air temperature rather than maintaining 53º F.
BB.6 Adjust setpoints to maintain the design return air relative humidity reset schedule. Return air relative humidity does not maintain 40% to 50% when the outside air temperature is between 50º and 0ºF.
BB.7 Adjust occupancy schedule to reflect actual building occupancy use. Currently, the building occupancy schedule is set to occupied mode 24 hrs. per day 7 days per week for AHU-1, AHU-3, and AHU-4.
BB.8 Add alarm point to BMS for fan status for AHU-3, AHU-4, and Exhaust Fan-1 (EF-1).
Connect the following to the BMS:
Basement exhaust fan EF-1 for fume hood in Lab 124 EF-2 for snorkels in Lab 124 Oven in room 172 exhaust fan Soil grinding exhaust fan Hydrology lab exhaust fan Welding hood exhaust fan North restroom group South restroom group Exhaust fans for Labconco fume hoods located in Labs 147, 148, and 149 Exhaust fan for Hamilton fume hood located in Lab 148.
No alarm is sent to BMS when fan is commanded on and proof of operation is not detected for AHU-3 and AHU-4.
EF-1 does not send an alarm to the BMS.
BB.9 Clean VAV (Variable Air Volume) airflow probe and rebalance to design min/max airflow setpoints. The following VAVs are out of tolerance for max/min CFM setpoints: 2 through 14, 16 through 22, 24 through 30, 32, 34, 36, 37 and 40.
BB.10 Update BMS graphics to reflect actual installed components. VAV Box #23 is shown in the BMS to be constant volume but has a max and min cooling setpoint.

BB.11 Install refrigerant monitor and modify exhaust fan control to comply with mechanical code. No refrigerant monitor connected to exhaust fan in basement. Basement has no emergency refrigerant monitor.
Basement exhaust fan is operate d by a thermostat, not a refrigerant monitor.
BB.12
Eliminate local switching of laboratory exhaust fans. The following laboratories are not exhausted continually:
124, 124A, 127, 147, 148, and 149. The following laboratories are not negative relative to the corridor: 124, 124A, 127, 147, and 148.
BB.13 Install audible alarm at fume hood to notify staff of fan failure. Walk in fume hood in lab 124 has no audible alarm if hood stops working. Labconco fume hood in labs 147and 148 do not have an audible alarms if exhaust stops working. Hamilton fume hood in l ab 1 4 8 does not have an audible alarm if exhaust stops working.
BB.14 Add alarm point to BMS for emergency shower status. Emergency showers are located in the following labs:
124, 124A, 125, 127, 147, 148 and 170.
Additive Bid Option 1
Work Item Description
ABO-1.1 Address unit heater fan cycling issues. The fans associated with Unit Heaters (UH) #3, 8, 11, and 16 will not cycle.
ABO-1.2 Replace return fan bearings. Return fan very noisy - likely a bearing issue ABO-1.3 Calibrate air flow measuring stations. Air flow measuring stations are not calibrated.
ABO-1.4 Replace VAV box heating water control valve for Cabinet Unit Heater in basement stairwell and VAV Box #s 9, 10, 13, 22 and 24.
ABO-1.5 Replace VAV box #24. VAV Box #24 has a leaking coil. VAV Box #24 out of tolerance for max/min CFM setpoints.

ABO-2.1 Design-Build. Eliminate supply/exhaust duct cross connect above Laboratory 147 ABO-2.2 Design-Build. Extend exhaust stack to 10’-0” above roof level and secure with appropriate guy wires/bracing Additive Bid Option 3

ABO-5.1
Remove/demolish unused equipment. Remove sediment filtration system including recirculating pump, tank, piping and associated controls in the basement. Remove fan coil unit #1, electric duct heater, and humidifier located in interstitial space, and associated condensing unit on roof. Remove fan coil unit #2, electric duct heater, and humidifier located in interstitial space, and associated condensing unit on roof.
ABO-5.2
Rebalance fume hoods to within ARS Chapter 7 recommended face velocity range. Baker bio-safety cabinet has a face velocity of 174 fpm. Labconco fume hood face velocity is 154 fpm.
ABO-5.3
Address BMS email alert forwarding issue (by Purdue University campus IT department).
