About this opportunity
The Department of State US Embassy London is seeking quotes for a comprehensive boiler replacement project at Wychwood House, a residential property located at 1 Cottesmore Gardens, London W8 5PR. The project involves removing two existing 14-year-old Potterton gas boilers and installing two new floor-standing condensing modular boilers with 90-kW heat output each, configured in a master-slave arrangement with 94% gross seasonal efficiency and stainless steel heat exchangers. Contractors must complete all work within 28 calendar days, including surveying, procurement, installation, commissioning, and site cleanup, while maintaining hot water supply during renovation and ensuring compliance with Gas Safe regulations. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, potentially without further discussions. Critical dates include a mandatory site visit on June 4, 2025, with attendee names due by May 28, 2025, questions due by June 13, 2025, answers provided by June 18, 2025, and electronic quotations due by June 27, 2025, at 5:00 PM local time to Procurement_Box5@state.gov.
This solicitation has no set-aside designation and does not identify any incumbent contractors. While specific award values are not disclosed, the project timeline indicates 35 total days including 7 days for preparation and 28 calendar days for project execution, with liquidated damages of $265 per calendar day for delays and an expected start date of July 28, 2025. The existing heating system serves approximately 50 radiators with condensing boilers and an open-vented hot water cylinder, requiring comprehensive system compatibility checks and potential electrical system updates including new Honeywell or equivalent controls. Performance will take place at the US Embassy residential property in London, United Kingdom, with work restricted to weekdays between 8:00 AM and 5:00 PM. Offerors must be registered in the System for Award Management (SAM), submit quotations in English using specific file formats (MS-Word, MS-Excel, or PDF) with a maximum file size of 30MB, and possess necessary licenses, insurance, and demonstrated construction experience.
