Update #1 ·
NASA/JSC has a requirement for the acquisition of a research and clinical expert geneticist (dual specialty) to advise on and develop a NASA Human Research Program (HRP) Omics Strategic Plan, support independent reviews of research proposals that incorporate omics methodologies, facilitate a NASA led Omics workshop, provide subject matter expertise for a non-NRA procurement activity by HRP, and lead the development of products that inform the HRP chief science office on the use, archiving, and dissemination of omics data and evidence including a consideration of environmental factors. The period of performance will be for one year.
NASA/JSC intends to purchase these services form Dr. Penelope Bonnen. Dr. Bonnen's experience at NASA HRP, in addition to her technical expertise makes her the only candidate qualified to be the NASA HRP 'Omics' consultant at this time. No other clinical genetics researcher has the depth of understanding of the challenges of human spaceflight research; such as the incredibly small number of people who fly in space, the uniqueness of the hazards encountered during spaceflight (microgravity, space radiation, confinement etc.), and the functional needs of NASA HRP to be good stewards of the 'Omics' data that we have and will be receiving.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 05/07/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
