About this opportunity

The Department of Energy issued a Request for Information on July 27, 2026, seeking input from respondents on innovative public-private computing partnerships that advance national interests, economic security, and national security, with responses due by September 8, 2026. This is market research only and does not constitute a solicitation or commitment to award a contract.

DOE's Office of Science is exploring partnership models in high-performance computing, artificial intelligence, and quantum computing under the Genesis Mission. Respondents should address proposed partnership structures, including partner identification and contributions, financing mechanisms, business models, resource availability, national capability additions, project timelines with major milestones, and technical and non-technical risks. The RFI also requests input on optimal responsibility division between DOE and private sector partners regarding financing, risk mitigation, infrastructure support, regulatory compliance, security, and business development.

DOE will evaluate responses against seven criteria: deployment speed, scale of resources provided, ability to accelerate innovation and facilitate partnership formation, coupling to existing DOE resources, flexibility to provide DOE with expanded capabilities over time, alignment with DOE research priorities, and ability to address national priorities and enhance national competitiveness. Respondents may also suggest evaluation criteria themselves.

Responses must not exceed five pages and must be submitted electronically to ComputingPartnerships@science.doe.gov with "Computing Partnerships" in the subject line. Confidential business information must be submitted in two marked copies per 10 C.F.R. 1004.11. RFI number is 892431-26-RFI-0002.
