This Amendment clarifies offeror proposal submission details as follows:
PAST PERFORMANCE QUESTIONNAIRES:
The requirement that offerors must use the form provided by the solicitation and submit the completed questionnaire through the reference is being relaxed to include contractor submittal of previously completed past performance reviews (any format) along with their proposal. If the offeror chooses this route, they must include contact information (name, title, company, phone, email) for the reference so we are able to contact them.
BID BONDS:
The bid bond has traditionally been submitted as an original hard copy. While it is perfectly acceptable to submit a hard copy bid bond, we are of the understanding that we can now accept electronically submitted bid bonds per the procedures outlined in FAR 28.101. This means a hard copy is optional, not required, and electronic copy will suffice.
ELECTRONIC PROPOSALS:
Per the solicitation instructions you are authorized and encouraged to use email (instead of hard copy) for submission of your proposal (or revision).
Offers are reminded that it is their responsibility to verify receipt of the electronic proposal (or revision) which must reach the specified email inbox (Alanna_Gardner@nps.gov) before or by the exact due date and time stated on the SF-1442 or most recent Amendment thereto.
EMAIL FILE SIZE LIMITATIONS:
The external email size limit is 10MB per file, and no more than 25MB for the entire email. Emailed proposals can be sent in a succession of emails (identify Solicitation number and indicate Email 1 of 2, 2 of 2, as appropriate) to break up the overall size of attachments if necessary.
NPS SECURE FILE TRANSFER (ACCELLION):
If your files are too large to send via regular email, the National Park Service Secure File Transfer (Accellion) is also available at http://secure.nps.gov/ and it can handle single files up to 2GB.
Offerors can use the National Park Service Secure File Transfer (Accellion) to send files to NPS employees upon invitation. To use this service in response to this solicitation, you must first request an invitation from Alanna_Gardner@nps.gov (via email preferred) providing your name, email address, and subject solicitation number (P16PS02133).
Once invited, you will receive an email with a New Account Invitation. To accept this invitation and register for your National Park Service Secure File Sharing account, click on the link provided in the invitation email. The invitation link is only valid for 168 hours. Beyond this timeframe, please ask Alanna_Gardner@nps.gov to send a new invitation email. You will be prompted to create a login and password as part of the authentication process.
Once you have created an account you will be able to type up a secure email at the secure.nps.gov site. There's a spot for the To/CC/BCC email addresses, a subject line field, a message body area, and attachment button. The attachments and message goes through securely to whoever is on the recipient lines, which should be Alanna_Gardner@nps.gov. This is all available at the site after you login.

This Amendment corrects the project title in FedConnect to read "Replace BC SWTP with Wells, NPS-WHIS" and provides Site Visit information as follows:
An organized site visit has been scheduled for Wednesday, August 24, 2016 beginning at 1:00 p.m. and ending at approximately 3 p.m. PDT.
Bring water and wear proper sturdy footwear for potentially rough terrain. Contractor should register for the site visit a minimum of 3 business days in advance by contacting David Larabee, Chief of Facility Management, Whiskeytown National Recreation Area, at (530) 242-3430.
Participants will meet at Whiskeytown National Recreation Area, Brandy Creek Lot A.
Driving Directions: From I-5 heading north merge toward Portland on CA-44 via EXIT 678 toward Eureka. Turn right onto CA-299 W/CA-273 N/Pine ST. CA-299 W is just past East St on the corner. Take the 1st left onto Eureka Way/CA-299 W/CA-273N. Continue to follow Eureka Way/CA-299 (9.3 mi) Turn Left onto Kennedy Memorial Drive approximately 5.0 miles to Brandy Creek Beach. Turn right into Brandy Creek Area and drive a short distance before turning left into the Brandy Creek Parking Lot A.

The National Park Service at Whiskeytown National Recreation Area has a requirement to replace the Brandy Creek surface water treatment system with wells. The project area is located at Whiskeytown National Recreation Area, Brandy Creek, Shasta County, California.
The Work includes construction of a well house, water treatment system, and water line improvements. Phasing of the pipeline improvements at the existing two storage tanks is required to keep the water system in service at all times. One tank is to be taken out of service at a time with the other tank to remain in service. The Contract Price Schedule includes five (5) base line items and three (3) option line items. The Government reserves the right to award any or no options at or after the time of award. Base Line Item work includes Mobilization and Demobilization, Well House & Yard Piping, Electrical, Communication, and Controls, Waterline Improvements, and Piping Modifications at Storage Tanks. Option Line Item work includes Demolition of existing water treatment plant, Removal and salvage of existing booster pumping station, and Fiber optic cable and conduit from water storage tanks.

This acquisition is a Service-Disabled Veteran-Owned Small Business Set-Aside. Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered.
The Request for Proposal (RFP) will be available on/about August 2, 2016 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP.
The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price as outlined in the RFP. Award is subject to the availability of funding at the time of award.
A Site Visit will be scheduled. See Section L of the RFP (when issued) for more information. While not required, attendance at the Site Visit is highly recommended.
