THE PURPOSE OF THIS AMENDMENT IS TO INFORM THAT THE SITE VISIT ON 28 APRIL 15 IS CANCELLED. AN EXACT DATE FOR IT WILL BE COMMUNICATED IN THE SOLICITATION.
NUMBER AND TITLE OF THE PROJECT: Project E8-44187-4J Replacement of AC System Building 126, Caserma Ederle, Vicenza, Italy.
1. This is a pre-solicitation notice only.
2. DESCRIPTION: Work shall include the replacement of the existing HVAC (heating and air condition) system of the existing building #126. The existing system is insufficient to heat and cool the facility and doesn't provide the required air changes. The project will include new remote thermal regulation connected to the existing quote mark Desigo quote mark supervision system to optimize the energy saving consumption.
3. SOA : OS 28 CATEG. II
4. FUNDING: The project is fully funded.
5. PERFORMANCE SITE: The site for the work is the military installation Caserma Carlo Ederle, Vicenza, Italy.
6. PROJECT AMOUNT: The project amount is between $500,000 and $1,000,000. This amount is informational only. The offerors are not bound to submit an offer within that range.
7. SELECTION CRITERIA: Will be established in the solicitation.
8. TYPE OF CONTRACT: Design/Build, Firm-Fixed Price
9. BRAND NAME JUSTIFICATION: The Government intends to limit competition for a portion of the project because only one responsible source exists and no other source can satisfy agency requirements. The existing DESIGO software is proprietary software system of the SIEMENS Corporation and is the operating software of the Energy Management Control System for Caserma Ederle.
In concert with the replacement of the A/C units for Bldg #126, the existing DESIGO EMCS Software for the building must be upgraded to allow the new AC unit to communicate/control energy consumption information to the base-wide EMCS. Due to the proprietary nature and because Siemens is the only vendor that can provide an economical upgrade the software upgrade must be subcontracted to the Siemens-DESIGO to ensure a seamless integration.
Should industry not agree with the Government's intention to limit competition for the Siemens' DESIGO software, they shall notify the point of contacts on this notice by 02 April 2015.
10. PERIOD OF PERFORMANCE: Design and construction will be completed in a 120-day period from the Notice to Proceed.
11. SITE VISIT: The date of the intended site visit is 28 April 2015 at 09.30. Interested vendors will be required to submit their request for vetting/security purposes to the following e-mails by 21 April 2015: francesca.candia.ln@mail.mil and tyrone.b.palaganas.civ@mail.mil.
