366th Contracting Squadron at Mountain Home AFB, ID; this is a solicitation for construction services prepared in accordance with FAR Part 14, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation, Repair and Addition to Corrosion Control Facility B1330, FA489719BA003 is solicited as an invitation for bid (IFB).


This acquisition will be a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $36.5M. Period of performance will be 365 calendar days. The project magnitude of this requirement is between $1,000,000.00 and $5,000,000.00. All firms or individuals responding must be registered with the System for Award Management (SAM) at https://www.sam.gov. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.


The government intends to award a firm-fixed price contract resulting from this solicitation to the responsible bidder whose bid is the lowest price and meets the requirements. Evaluation of price will be based on the bidder's total price for all line items as delivered to the specified destination.


The following factors shall be used to evaluate bids:


1. Price (all line items shall be priced).


The bidder's initial quote shall contain the bidder's best terms from a price and technical standpoint. The Government intends to evaluate quotes and award a contract without correspondence, but reserves the right to correspond with contractors, if later determined by the Contracting Officer to be necessary. The government reserves the right to make no award as a result of this solicitation.


Site visit will be held 29 May 2019 at 10:00 am MST. Contractors needing access to Mountain Home AFB shall submit the SFS Form 30 no later than 23 May 2019 by 12:00 PM MST. The SFS Form 30 shall be submitted to Feyna Li, via email only, at feyna.li@us.af.mil. Additionally, contractors that wish to submit bids in person will need to submit an additional SFS Form 30 by 12:00 PM MST, 7 days prior to the bid closing date.
Bids are due, via paper copy to feyna Li 366 Gunfighter Ave. Ste. 489 Mountain Home AFB, ID 83648, no later than 18 June, 2019 at 12:00 PM, MDT.


All Q & As are due, via email only, at feyna.li@us.af.mil, no later than 5 June, 2019 at 2 PM, MDT.

Work will consist of replace exiting, ventilating, and air conditioning systems, equipment, ductwork that serve the grit blasting area. Reconfigure the vent on the exiting dust collection system to discharge outside. Construct approximately 11'x32' addition. Modify fire protection system in new and repaired areas and install new mass notification system and upgrade existing fire alarm system etc. All work shall be in strict compliance with the specifications of the contract and specifications and drawings.
This acquisition will be a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $36.5M. The contract will be a single award, Firm-Fixed-Price contract. Period of performance will be 365 calendar days. The project magnitude of this requirement is between $1,000,000.00 and $5,000,000.00..
