Environmental Survey On January 24, 2018, Michael Wirtz performed a partial environmental survey on Corrosion Control Facility 1330 (Facility 1330) under contract number QYZH 150024, Repair Corrosion Control Facility 1330. The environmental survey focused on the proposed area of impact for the renovation and expansion of Facility 1330, and included the following:

1. Asbestos containing building material (ACBM) inspection of the proposed renovation area

2. Lead-based paint (LBP) inspection of the proposed renovation area

3. Heavy metal wipe sampling of typical dust found within the proposed renovation area

4. Sub-surface soil samples for the presence of pesticides

5. Sub-surface soil samples for the presence of heavy metals

Mr. Wirtz is a trained and certified AHERA Building Inspector and U.S. Environmental Protection Agency- (EPA) certified LBP building inspector (see Appendix A).

The results presented in this report are indicative of conditions only during the time of the survey and sampling period. Because of the hidden nature of many building components, it may be impossible to determine if all building materials have been located. Therefore, we cannot guarantee that all ACBM or LBP has been located. The survey and method of sampling reflects our best efforts in the determination of ACBM and LBP in Facility 1330. Structural components of Facility 1330 have not been inspected or sampled, so it is not known if any have ACBM or LBP.

1.1 Asbestos Survey

During the asbestos survey, Mr. Wirtz performed a visual survey of the proposed renovation area of Facility 1330 to identify suspect ACBM. The survey including wall insulation, foam insulation, floor tiles and mastic, cove base and mastic, and ceramic tiles, representing one homogeneous sampling area.

Homogeneous sampling areas are areas containing building materials of similar color, texture, and appearance with a common construction area. A total of 20 samples were collected to be analyzed for the presence of asbestos. The asbestos facility sampling was performed in accordance with the Guidance for Controlling Asbestos-Containing Materials in Buildings (EPA, 1985).

Bulk samples of suspect ACBM were collected using sampling methods to reduce the risk of dust. Each sample was assigned a unique sample identification number based on the homogeneous sampling material and sample location. The location of each sample was logged onto a facility diagram and a photograph was taken of each type of suspect building material (Appendix B). Each sample was placed into a clean plastic bag with the sample identification number written on the outside of the bag. A facility diagram showing the approximate location of each suspect ACBM sample collected is included in Appendix C-1.

All suspect ACBM samples were sent to TestAmerica Laboratory in Nashville, TN, (TestAmerica) for analysis along with a chain-of-custody (COC). TestAmerica is a National Voluntary Laboratory Accreditation Program (NVLAP) accredited asbestos laboratory. Laboratory accreditations are provided in Appendix D. Samples were analyzed using polarized light microscopy (PLM), EPA Method 600/R-93/116.

1.2 Lead-based Paint Survey

A LBP survey was conducted on Facility 1330 utilizing a modified assessment plan following the U.S. Department of Housing and Urban Development (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing (1995 and 1997 Revision). The LBP survey included walls, a metal stair case, and metal support beams. Thirteen physical samples of each homogeneous sampling area were collected. Homogeneous sampling areas are areas containing building materials of similar color, texture, and appearance with a common construction area.

Bulk samples of suspect LBP were collected with a cutter or other tool, as appropriate. Each paint sample was assigned a unique sample identification number. The location of each paint sample was logged onto a facility diagram and a photograph was taken of each type of suspect painted building material (Appendix B). Each paint sample was placed into a clean plastic bag with the sample identification number written on the outside of the bag. A facility diagram showing the approximate location of each suspect paint sample collected is included in Appendix C-2.

All suspect LBP samples were sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis along with a COC form. Samples were analyzed using EPA Method SW 846 6010B.

1.3 Dust Wipe Sample

Corrosion control equipment located within the proposed renovation area of Facility 1330 vents inside the facility. Over the years of use, dust from the corrosion control equipment has accumulated on flat surfaces. A dust wipe sample was requested by Mountain Home AFB Environmental Personnel to determine the presence of lead, chromium, and mercury in the dust.

A 10-centimeter (cm) by 10 cm wipe sample was collected and logged onto a facility diagram. A photograph was taken of sample area (Appendix B). The wipe sample was placed in a 4-ounce glass jar.

A facility diagram showing the approximate location of each suspect paint sample collected is included in Appendix C.

The dust wipe sample was sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis along with a COC form. The sample was analyzed using EPA Methods SW 846 6010B and 7471B.

1.4 Soil Sampling

Included in the proposed renovation of Facility 1330 is a planned 11-foot by 32-foot expansion along the northeast side of the facility. Due to the history of the building and common building practices of the time, a sub-surface soil sample was requested by Mountain Home AFB Environmental Personnel to detect the presence of pesticides and heavy metals. A composite sample consisting of two sub-surface soil sample locations was collected. Each sub-surface soil sample included dust generated from coring of asphalt (3-inches thick) and soil generated from hand auguring 24-inches below grade. A utility location for the planned expansion area was conducted prior to any sampling activities.

The soil sample was assigned a unique sample identification number. The location of each sub-surface soil sample location was logged onto a facility diagram and a photograph was taken of each sub-surface soil sample location (Appendix B). The soil sample was homogenized on site and placed into two glass jars provided by the laboratory. A facility diagram showing the approximate location of each soil sub-surface soil sample location is included in Appendix C-1.

The soil sample was sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis along with a COC form. Samples were analyzed using EPA Method SW 846 6010B.

Results

2.1 Asbestos Survey

To be an asbestos-containing material, a material must contain more than 1 percent asbestos. None of the 20 asbestos samples had results that exceeded 1 percent. Laboratory results and COCs are included in Appendix E-1.

2.2 Lead-based Paint Survey

HUD has defined LBP as any paint, varnish, shellac, or other coating that contains lead equal to or greater than 1.0 milligram per square centimeter as measured by x-ray fluorescence or laboratory analysis, or 0.5 percent by weight (5,000 milligrams per kilogram [mg/kg]) as measured by laboratory analysis. The Occupational Safety and Health Act (OSHA) defines lead-containing paint (LCP) as any measurable amount of lead.

Although no sample exceeded the HUD standard of 5,000 mg/kg, two samples (cream stairs at 2,970 mg/kg and cream structural beams at 1,030 mg/kg) have higher concentrations of lead than the others and caution should be used when performing work that can impact these surfaces. All other samples ranged in lead concentration from 1.35 mg/kg to 245 mg/kg. Laboratory results and COCs are included in Appendix E-1.

2.3 Dust Wipe Sample

Due to the presence of lead (6 µg/100 cm2 ) and chromium (8.12 µg/100 cm2 ), it is recommended that prior to performing any work that can cause dust to become airborne, the horizontal surfaces be HEPA vacuumed. Laboratory results and COCs are included in Appendix E-2.

2.4 Soil Sample

The results of the composite soil sample indicated that all pesticides were below the method detection limits and therefore, reported as non-detect. In addition, of the eight heavy metals analyzed, only one was detected above the method detection limit (barium at 0.624 mg/L), but was below the reporting limit and therefore, an approximate value. Laboratory results and COCs are included in Appendix E-1.
