Q: Due to the small size of the structural package of Building 1330, certified fabricators and erectors appear apprehensive and potentially unwilling to submit pricing for this project. Would the government waive this requirement to open the project up to other competition outside of those who are AISC certified?

A: We will accept ones that are MBMA certified.

Q: The project documents are requiring structural steel to be fabricated in an AISC certified fabrication plant. Would the government allow for the fabrication of the structural steel to be done by other certified fabrication firms/plants, for example ISO 9001? Please advise.

A: We will recognize nationally accredited certification.

Q: The project documents are requiring structural steel erection to be done by an AISC certified erector. Would the government waive this requirement and allow for other certified erectors, for example, erectors holding certificates from the American Welding Society (AWS)? Please advise.

A: Yes

Q: Under Section 01 11 00 1.1.1c, contractors are required to disassemble the Clemco blast booth and reassemble the booth later in the project. In addition, Keynote #5 on Sheet SD101 requires the protection of the existing Pauli Systems and Aerospace Facilities Group blast equipment at a temporary staging location. When this equipment and booth are re‐installed and reassembled, who is responsible for the calibration, testing, balancing and commissioning for each piece of equipment and booth? Or will the government do this outside of this contract? Please advise.

A: The contractor will be responsible of ensuring that every working piece of equipment they touch, move or dismantle gets put back together, tested, balanced, calibrated and commissioned in the same working condition as before.

Q: It is our understanding that work will be performed in and around already occupied buildings. Will the government provide the limits of construction and staging areas that contractors will have access to during the time of construction, including areas inside of the existing hangar of Building 1330?

A: There will be limited storage available in the adjacent bay. We can coordinate the details with the user and please also refer to drawing G002 for designated landing areas.

Q: Pg. 3 of the Table of Contents lists a Division 283100 Fire Detection and Alarm System, Direct Current Loop (this is not in your online catalog or I missed it)

A: It is in the online catalog, look at Division 28 31 00.00 10 to find it.

Q: On Sheet FA111 there is a request for a Class 1 Division 2 CO2 detector. We have not been able to find one in current production. Please give us directions on how to proceed.

A: We would prefer a Class 1 Div 2 CO detector, but if contractor cannot locate one, the use of a Class 1 Div 1 CO detector is acceptable. Ex. Of Class 1 Div 1 detector:

Q: As stated in specifications Section 1 – Environmental Survey, “a partial environmental survey” was performed for the proposed area of renovation and expansion. Materials tested for were asbestos, lead-based paints, pesticides, and presence of heavy metals. Since the blast booth and related equipment including dust collection systems will need to be dismantled and moved as part of the project, was the blast booth area and all related equipment tested for any hazardous materials either in the particulate residue, or the blast media?

A: These parts were not tested; only the grit was tested, assume the worst scenario.

Q: If these areas (specifically the blast booth and related equipment) were not tested for any hazardous materials, whose responsibility will it be to have them tested?

A: It is the contractor’s responsibility in order to ensure worker safety and meet OSHA regulations.

Q: Where will the blast booth and all related equipment be stored after it is moved from building 1330?

A: In the provided areas (i.e. landing area), or in the adjacent area inside Bldg. 1330.

Q: do you have a manufacture you want for the lockers? If not would you accept Tiffin Metals? Do you have more info on the STC-5? The manufacture can do STC-2 but needs more info on the STC-5.

A: Salisbury industries is the preferred manufacturer per the specifications unless you can provide proof of equal or better quality in the products.

Q: Will a Mass Notification Upgrade per UFC 4-021-01 Design and O&M: Mass Notification Systems be required?

A: Negative, drawing FA111 shows an existing Simplex 4100 FACP that has the capability.

Q: Will the building be occupied during construction?

Q: When will all testing, certification, and final AHJ testing be accomplished? Normal business hours or?

A: During regular business hours

Q: What is the schedule for the project?

A: Per page 8 of 42 in SF 1442, the completion date is 365 calendar days from receipt of Notice to Proceed.

Q: Drawing FA001 Note 7 requires the fire alarm to be installed by NICET Level III installer. Can this be rephrased to “Supervised by Level III installer”?

A: A NICET Level III installer is required to certify proper installation and job performance.

Q: Drawing FA501 Detail 2. Note 7 is note provided?

A: 6. Terminals 1&2 are for field wiring. Terminals 3&4 are factory wiring.

7. If shed is present, it should be connected to the outgoing shield to provide a continuous shield over the length of the channel. Shield should be insulated from electrical box.

Q: Drawing FA502 Detail 1. Note 2 requires a cast

A: We require more information in order to answer this question

Q: Drawing CS101 shows a site layout with information regarding the transite pipe. The detail notes request this pipe to be abandoned and retained in place. Is it to be terminated with flow-filled grout, cut and capped at the main line, etc.? Please provide more detail for the desired method of termination.

A: It would be cut and capped at the main line.

Q: On the specification 07 41 13 page 9 and 10. 1.8 Warranties and 2.1 Roof panels.

The roof panel specified is a 1 ½” high rib panel with an embossed finish. The existing roof panels are a 3” high trapezoid panel. The existing roof and wall panels are old and would make it impossible to match the new panels perfectly for a tie in. We will need to replace the existing panels all the way to the next termination such as a corner or wall to be able to install them correctly. The roof warranty that is specified is a 30 year no dollar limit materials and installation warranty. We would not be able to furnish that warranty by the manufacturer because it does not exist. The new addition roof area is only around 400 sq. ft. the minimum fee for that warranty would run around $4,500.00 if they would warrant that area at all.

The 5 year warranty from the installer would be no problem. The roof panel are very similar as the MBCI Ultra deck panel. 22 ga. We had installed that panel on building 1363 on the north east end of the building back in 2017. The siding panel is similar to MBCI PBC panel. That panel comes standard in 26 ga. But 24 ga. And 22 ga. Is an optional meta thickness. Please check out the submittal package for both panels and let me know how to proceed with my bid.

A: A 20 Year warranty is acceptable; the contract will need to be amended though.

Q: I have been looking for the type of flooring that is inside the blast booth and haven’t been able to find it. Could you either send us a picture or provide some information on the type of flooring inside the blast booth?

A: It is a steel floor with grit channels. It constitutes a part of the equipment.

Q: Who are the approved abatement contractors on the base that can handle all different types of abatement and HAZMAT removal?

A: Any contractor that is approved by the State of Idaho is approved for us.

Q: If the materials inside the blast booth and related equipment were tested for HAZMAT including heavy metals, were the “heavy metals” tested for including cadmium and chrome? If so, is this dust considered explosive dust? These materials typically can be.

A: It is not considered explosive; only a human health hazard.

Q: Sheet E-601. Conduit/Conductor Callouts are larger than NEC requires. Is this intentional?

A: Yes, it is intentional.

Q: Sheet EP110, Keyed Note 6 states DMB Blasting Room 110 is unclassified, but Sheet FA111, Keyed Note 2 states room 110 is Class 1, Div 2. Can you clarify which it is?

A: The room is unclassified, yet the booth is classified as Class 1 Div 2.

Q: Per section 2.3 “Dust Wipe Sample” it is stated that there is the presence of Chromium and lead and it is recommended that the horizontal surfaces be HEPA vacuumed. Will the abatement contractors be expected to clean ALL horizontal surfaces or just the ones where work is taking place? This material dust is known to be explosive when introduced into the air and thereby is a risk.

A: Just the ones where work is taking place.

Q: Part two of this question would be related to the blast booth. As part of the disassembly of the blast booth and ALL related and surrounding equipment, the introduction of chromium and lead would be not only on the touchable surfaces, but also on the untouchable surfaces (i.e. surfaces down underneath and behind panels). As these are being taken apart, more dust would be thrown into the air. Is it recommended that the abatement contractor come in to disassemble all the equipment? Costs associated with continuous cleaning in order to control heavy metal dust during disassembly would be more expensive than to clean and demo the booth and have a new one installed. Please review and clarify.

A: The contractor will be responsible for safety & environmental compliance.

Q: The cost for disposing of hazardous waste can be extremely high for applications like this project. Will Mt. Home AFB supply all HAZMAT waste containers for solid and/or liquid hazardous waste?

A: No

Q: The solicitation provides Attachment 4 Determination of Responsibility and Attachment 5 Certificate of insurance. There appear to be no instructions in the SF1442 or Sections L & M requiring their submission at bid time. Can you clarify when they are required?

A: Attachment 4 and 5 will be remove from the solicitation and will be filled out at a later time.

Q: I was hoping you could give me some guidance on where to find the blast rating for the windows?

I understand that this is after the question due date but I’m having a hard time locating that information and its important for our glazers to know.

A: TECHNICAL REQUIREMENT

3-11 STANDARD 10. GLAZING

3-11.1 Glazing.

For glazing in exterior building elements such as storefronts, doors, windows, curtain walls, clerestories, and skylights provide no less than ¼ in. (6 mm) nominal laminated glass. The 1/4 in. (6 mm) laminated glass consists of two nominal 1/8 in. (3 mm) glass panes bonded together with a minimum of a 0.030 in. (0.75 mm) interlayer of a material designed for blast resistance. For insulated glass units (IGU), use the laminated glass for the innermost pane as a minimum. For laminated glass, provide a glazing frame bite in accordance with ASTM F 2248.

3-13 STANDARD 12. EXTERIOR DOORS

For all new and existing buildings covered by these standards, ensure that all exterior doors into inhabited areas open outwards. By doing so, the doors will seat into the door frames in response to an explosive blast, increasing the likelihood that the doors will not enter the buildings as hazardous debris. Alternatively, position doors such that they will not be propelled into inhabited spaces or provide other means to ensure they do not become hazards to building occupants.

Glazing in and around doors must comply with Standard 10.
