This project is being solicited under AFFARS MP5332.7. Funds are not currently available for this project, and no award will be made until funds become available. The Government reserves the right to cancel the solicitation, either before or after the proposal closing date with no obligation to the offeror. FAR clause 52.232-18, Availability of Funds will be incorporated into the solicitation.
This synopsis is for the repair of the fire suppression in building 90028 located on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on project drawings and specifications: FTEV 15-1065, Repair Fire Suppression, Bldg 90028. The work to be performed includes, but is not necessarily limited to, the following principal features: The existing fire sprinkler system including piping, sprinkler heads, fire pump, and fire pump controller shall be removed in its entirety. The existing water supply to the fire pump room will be re-used. Remove the gypsum board and/or acoustical ceilings as required to remove and replace the sprinkler system. Where ceilings had to be removed, provide new gypsum board and/or acoustical ceiling tile and grid. The contractor shall include the cost of the removal and replacement of 9,400 SF of acoustical ceiling tile and grid in the bid. The Contractor shall provide a unit cost per square foot for the removal and replacement of additional ceiling tile and grid. See bid schedule for additional information. The contractor shall install a new fire pump controller and associated valves and appurtenances. The contractor shall install a new fire sprinkler system in all three levels (first floor, mezzanine floor, and second floor) of the building. All ceiling mounted items that are removed shall be stored, and reinstalled and tested for functionality. The fire alarm system shall be modified as required and connected to the new fire suppression system. The electrical service to the fire pump and controllers shall be removed and reconnected to the new equipment. All work shall be done in phases to keep as much of the building fire suppression system as functional as possible. The building will be occupied during construction. This acquisition will be set aside for HUB Zone Small Business offerors only. The North American Industry Classification System (NAICS) code for this project is 238290 with a size standard of $15M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 120 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Estimated magnitude for the total project is between $500,000 and $1,000,000. Bid bonds will be required with the proposal. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 24 Feb 2016. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov.
