Update #3 · Latest ·
In accordance with FAR 6.302-1, this procurement was awarded using other than full and open competition because there was only one responsible source and no other supplies or services would satisfy agency requirements. Market Research revealed that the Government's minimum needs could only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities.
The Honeywell BAS is being upgraded with Honeywell proprietary software and monitoring components to provide better energy efficiency for the building's mechanical and lighting systems as well as provide advanced reporting capabilities for the end user. As a result, this procurement was not competed but was awarded to the incumbent Facility Engineering contractor who is responsible for the operation and maintenance of Honeywell BAS located at the J. Caleb Boggs Courthouse and Federal Building, Wilmington, DE.
