About this opportunity
This Special Notice announces the re-evaluation for replacement of an Automatic Transfer Switch (ATS) to Emergency Generator at the US Coast Guard Base in Los Angeles Long Beach, California. The Department of Homeland Security US Coast Guard has reopened this solicitation because the original awardee had unacceptable lead times, necessitating a new procurement process. The project involves replacing an existing Cummins Onan OT 225 ATS rated at 225 Amps, 480 Volts with a new UL-listed 225 Amp ATS that must be compatible with the base's emergency generator. The work will be performed at Building 22, located at 1001 South Seaside Avenue, San Pedro, CA 90731. The solicitation falls under NAICS code 238210 for Electrical Contractors and Other Wiring Installation Contractors.
The purpose of this Special Notice is to identify qualified electrical contractors capable of safely removing the existing transfer switch and installing a new one with identical specifications within a 30-day completion timeline. Contractors must submit responses by July 7, 2025, and are required to be registered in SAM.gov to be eligible for consideration. Key requirements include submitting base access requests 72 hours prior to project start, providing personnel documentation, and adhering to comprehensive safety protocols in compliance with OSHA standards. The procurement will be conducted as a lowest-price/best-value, technically acceptable selection process. Contractors must demonstrate capability to perform comprehensive testing and ensure seamless integration with the facility's electrical system while following mandatory site access procedures at the secure Coast Guard facility.

Delivery time and technical specifications are the most important factors.
The ATS does not have to be the same. It can be a newer model or substitute that meets or exceeds the specifications in the SOW.
