The Communications and Electronics Research, Development and Engineering Center (CERDEC) Night Vision and Electronic Sensors Directorate (NVESD), is soliciting proposals to provide support of rapid response requests for numerous potential technologies and specific programs to include spiral development improvements that have extremely specific requirements and require high level of expertise. Solicitation Number W15P7T-10-R-A801 will be issued for Multiple Award Indefinite Delivery Quantity (IDIQ) contracts for Quick Reaction Engineering for Warfighter Sensing (QREWS) for engineering support, Technology Assistance, test and evaluation support to the Night Vision and Electronic Sensor Directorate (NVESD). This is a 100% Total Set Aside for Small Businesses (NAICS Code 541712, size standard of 500 employees) and offers will be considered from all responsive and responsible small business concerns. The eventual awardees shall provide services and support IAW the individual Task Orders, which will be competed among the awardees of the basic IDIQ contract. Task orders are anticipated to be firm fixed price, cost-plus-fixed-fee, or Time and Materials in nature. The requirements in each Task Order will be within the scope of the basic requirements of the PWS. Since this will be an Indefinite Task/Indefinite Quantity (ID/IQ) type contract it is not feasible at this time to describe in detail each task that the contractors shall be required to perform. A DRAFT version of the PWS is expected to be on the IBOP website prior to issuance of the final RFP. The solicitation will be available via Electronic Commerce at the Interactive Business Opportunities Page (IBOP, https://abop.monmouth.army.mil/) on or about 17 MARCH 2010. Interested parties are encouraged to register now at the IBOP website. No paper copies will be issued. The Government anticipates that the resulting contract(s) will have an ordering period of 18 months and a period of performance of 30 months. It is anticipated that a minimum quantity of one (1) task order will be issued to each awardee during the life of these contracts. This Acquisition shall be competed as a Total Small Business Set-Aside. All questions are due by 17 February 2010 and should contain the company name, address, POC, email, phone and any other relevant information.
A 100% Total Small Business Set-Aside solicitation shall be issued for Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts for QREWS for engineering support, technology assistance, test and evaluation support to the Night Vision and Electronic Sensors Directorate (NVESD) of the Research, Development and Engineering Command (RDECOM), Communication-Electronics Research, Development & Engineering Center (CERDEC). This acquisition will provide a vehicle for exploring technology solutions to night vision and electronic sensor system problems, as projected by the Department of Army, for future Night Vision/Electro-Optic/Electronic Surveillance (NV/EO/ES) systems and supporting systems. The services include support for research and development, systems engineering, technology demonstrations, modeling and simulation, prototype fabrication, limited fielding of prototypes, field support to fielded prototypes, field-testing and data collection, engineering parts and materials management, and other technical support. These services will require personnel with scientific, engineering, analytical, computer programming, manufacturing, and various other technical skills. This contract shall support the equipment, systems, facilities and operations under the responsibility of NVESD at both Fort Belvoir and Fort A.P. Hill, Virginia performing Quick Reaction Programs (QRP), Overseas Contingency Operations (OCO), Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) requirements.
Under this competitive acquisition, the Government reserves the right to award more than one (with the intention of making multiple awards) IDIQ type contracts under which task orders may be issued on a firm fixed price, cost plus fixed fee, firm fixed price or time and materials basis. The awards are open to all qualified small business concerns. The contracts shall be awarded for with an ordering period of eighteen months and a thirty month period of performance. The estimated award date of this contract is July 2010.
A solicitation will be issued on or about 13 March 2010. The applicable North American Industry Classification System (NAICS) Code is 541712 (Research and Development Physical, Engineering and Life Sciences). The small business size standard is 500 employees. The U.S. Army Contracting Command, CECOM Contracting Center has established the Interactive Business Opportunities Page (IBOP) website as part of the Army's Single Face to Industry, to allow electronic posting of solicitations from the CECOM Contracting Center to Industry. All Parties interested in doing business with the CECOM Contracting Center are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil.
