Update #1 ·

The Center for Disease Control and Prevention (CDC), National Center for Immunization and Respiratory Diseases (NCIRD), intends to award a sole source contract to Qiagen, 27220 Turnberry Ln, Valencia, CA, 91355-1018, for the purchase of Qiagen equipment and reagents.

The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing.

The purpose of this acquisition is to purchase QIAcube HT/QIAxtractor and Qiagen reagents for QIAcube HT and QIAxcel. Qiagen is the only responsible source capable of meeting the Government's requirement because they are the manufacturer of this instrument and reagents. The instrument and customized reagents used with it have already been vetted by CDC and are stated specifically in published standard operating procedures (SOPs) that are currently being used in the laboratory. The continual use of this system will provide reproducibility of results from an already implemented process in the influenza genomics team laboratory and collaborating state APHL laboratories. This is the only instrument that can be used to maintain continuity of CDC laboratory work-flow. There are no other instruments that can be used. Additionally, the reagents and consumables are already in use in the laboratories and are proprietary to Qiagen and are specified for the QIAcube HT and QIAxcel instruments. The reagents and consumables and have been extensively vetted and are specified in published SOPs that are used by the Influenza Genomics Team (IGT) and collaborating APHL laboratories and cannot be substituted with other brands. Thus, Qiagen, the manufacturer of the instrument and reagents, is the only company that can be used.

As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Qiagen. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by August 9, 2018. The Contracting Officer will not respond to verbal request. All requests must be in writing.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries shall be sent to Liubov Kriel by email at vyh1@cdc.gov and reference solicitation number 75D30118Q68974 on the subject line.
