About this opportunity
The United States Coast Guard is seeking to purchase two additional Fast Response Cutters (FRCs) from Bollinger Shipyards Lockport, L.L.C. through a contract modification to HSCG23-16-C-AFR625. The procurement aims to increase the contract ceiling from 37 to 39 FRCs, with the two new vessels requiring full compatibility and identical configuration to the existing FRC fleet. This acquisition supports expanding presence in the Indo-Pacific region and aligns with the President's National Drug Control Strategy goals. The solicitation is being conducted under FAR 6.302-1, which allows for other than full and open competition. The deadline for responses to this notice is February 13, 2025, with the opportunity originally posted on January 31, 2025.
The contract is not set aside for any specific small business category and will be awarded to Bollinger Shipyards, which is deemed the only responsible source due to their existing production facility, exclusive licensing rights, and established learning curve. The procurement will utilize FY2024 Procurement, Construction & Improvements (PC&I) funding and is classified under NAICS code 336611 for Ship Building and Repairing. The place of performance is located in Lockport, Louisiana, where Bollinger's shipyard is situated. The contract modification will use pre-established pricing from the existing contract's option period six, which was originally awarded in May 2016. Market research conducted in December 2023 confirmed that no other U.S. shipbuilders could construct equivalent vessels without substantial cost duplication and potential project delays.
