About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two rotary pumps (NSN 7H-4320-017007619) with a specific technical data package (TDP VER 001). This procurement is unique because the Navy currently lacks the technical data necessary to produce the item, and it has been determined to be a sole-source acquisition. Only sources approved by the In-Service Engineering Activity (ISEA) may be considered for these spares, which requires companies to be certified as a Depot Overhaul Point (DOP). Interested vendors must complete and submit a Source Approval Request (SAR)-Maritime form, which will trigger a technical review by Naval Sea Systems Command (NAVSEA) to assess manufacturing capabilities. The government intends to negotiate with a single source under FAR 6.302-1, and all proposals received within 45 days of publication will be considered. Vendors must meet specific qualification requirements at the time of award, and offers for remanufactured, surplus, or repaired items will be deemed non-responsive.

The pre-solicitation notice does not indicate a specific set-aside for small businesses or disadvantaged vendors. The contract is subject to potential Free Trade Agreements and Buy American Act provisions, as indicated by possible DFARS clauses. While the exact award value is not specified, the procurement is for two units with delivery FOB origin. The timeline for the source approval process is noted to be potentially lengthy, and vendors should be prepared for a comprehensive technical review. The procurement falls under Product Service Code 4320 for Power and Hand Pumps, suggesting a specialized technical requirement. Potential vendors must be prepared to demonstrate extensive technical capabilities and be willing to undergo a rigorous certification process to be considered for this contract opportunity.
