About this opportunity

The Defense Logistics Agency Land and Maritime is preparing to solicit an Indefinite Delivery Contract for hydraulic pumps (NSN 4320-01-162-6456) and is conducting a market survey with responses due by August 7, 2026.

Four approved sources are currently identified: Lockheed Martin Corporation (CAGE 81755, two part numbers), Meggitt Defense Systems, Inc. (CAGE 62228), and Meggitt (North Hollywood), Inc. (CAGE 58163). The part carries engineering source approval requirements; existing qualified sources retain data rights, manufacturing knowledge, and technical data not economically available to the Government and essential to maintaining part quality. An alternate source must qualify under the design control activity's procedures and obtain approval from the cognizant Government engineering activity.

The anticipated IDC structure includes a three-year base period with potential option years (up to four), with delivery orders issued as needed against established pricing and terms. The Government is evaluating whether these items qualify as commercial under FAR Part 12 and Subpart 13.5 to streamline contracting and eliminate certified cost and pricing data requirements.

The market survey solicits intelligence on commercial viability, manufacturing capability, delivery capacity, pricing structures, and contractor commitment to IDC terms. Specific inquiries address whether items are sold commercially without modification, published pricing availability, commercial sales history, production line capacity, maximum delivery quantities, minimum order quantities, delivery timelines, quantity/price breaks, and sensitivity to guaranteed minimum order percentages. Responses should be directed to Contract Specialist Caitlin Ferry at caitlin.ferry@dla.mil or (614) 693-9882.
