About this opportunity
The Naval Air Warfare Center, Weapons Division, China Lake, is procuring self-hosted enterprise resource planning (ERP), quality management system (QMS), and manufacturing execution system (MES) software licenses along with configuration, onboarding, and on-site training services. This is a sole source procurement notice under FAR 6.103.1, indicating the government has determined that only one vendor can meet its mandatory requirements. The software must provide full functionality through internet access, support Controlled Unclassified Information (CUI) data, operate as a standalone installation on government networks, and meet all supportability criteria. Rather than using traditional competitive evaluation criteria, the government has already identified ProShop USA, Inc. as the sole capable source and will not be issuing a formal Request for Quote. Interested parties may submit capability statements by 2:00 PM PST on April 21, 2026, referencing solicitation number N6893626SIMACQD550000E5500000154 and emailing Andrea.m.farrell7.civ@us.navy.mil, though this notice explicitly states that no competitive solicitation or RFQ will be issued.
This procurement carries no set-aside designation and identifies ProShop USA, Inc., located at 11 Bellwether Way Suite 201, Bellingham, Washington 98225, as the intended sole source contractor. The notice does not disclose a specific award value or budget range for the contract. All vendors, including those merely expressing interest, must maintain an active registration in the System for Award Management (SAM.gov) prior to any submission, and vendors are advised that SAM registration processing may require 10 to 15 days. The firm fixed price contract will be awarded directly to ProShop USA, Inc., contingent upon successful resolution of the notice period and completion of required registrations.

Market research has determined that only one source can meet the Government’s mandatory requirements for a self-hosted ERP, QMS, and MES software solution designed for machine shops. The software must provide full functionality via internet access and comply with all mandatory Government supportability criteria. Proshop USA’s software is the only commercially available solution identified that supports CUI data while being installed standalone on a Government network. No other product was found to meet this combination of mandatory specifications and any additional requirements.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 2PM PST 04/21/2026. The written response shall reference solicitation number N6893626SIMACQD550000E5500000154 and must provide a clear and concise capability statement to show the ability to perform the required work without compromising the quality, accuracy, reliability and schedule. Written responses to this notice shall be submitted by email: Andrea.m.farrell7.civ@us.navy.mil
All vendors must be registered at https://sam.gov/ prior to submitting quotes. It is recommended that all interested parties be aware that processing this additional information may take at least 10-15 days and are proactive in maintaining the SAM registrations in an 'Active' status as the government cannot award an entity without an 'Active' SAM registration.
Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI. For additional information, visit the DLA website for the Joint Certification Program: https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/
