MSHA is seeking vendors that can provide 17 to 19 professional actors to perform in the production of 6 vignettes to be used in the creation of interactive DVD programs. The DVD program will be used as a reference and to supplement miners' rights and responsibilities training for English and Latin-American Spanish speaking employees at surface and underground coal and metal/nonmetal mines.
A detailed statement of work is attached that outlines the work to be required as well as types of individuals being sought for each vignette. In addition a narrator will be required for each vignette.
Evaluation criteria in order of importance includes: 1) Technical Capability 2) Past Performance and 3) Price. Award will be made based on the best value for the government.
Technical capabilities should include experience in video productions. Vendors with knowledge of mining and mining terminology will be given greater consideration. Past performance should include references of similar work done.
Entire submission should be no more than 20 pages in length. Font size should be at least 10 pt.
Questions are due no later than Wednesday, February 24, 2010 by 12:00pm EST. Answers will be posted to this notice as an amendment on or around February 26.
The Service Contract Act applies to this requirement. Quotes should include all costs to include travel. Vendors must be registered in the Central Contractor Register. Please supply DUNS and Tax ID number when submitting quotes.
