QUESTIONS SUBMITTED FOR 483-10MR-5047

1. In reference to solicitation #483-10MR-5047, Actors for various vignettes, how many days will the director be shooting the vignettes? My understanding from the SOW is that the work will commence immediately after being awarded and there will be 10 hour work days but the actual number of days was unclear.

The estimate is to shoot one vignette per day, therefore five days.

The on screen narrator will need additional days for off camera narration and DVD introduction, two additional days. There is a possibility of one day of videotaping for pickup shots. These will not be consecutive days.

2. The evaluation criteria (1) states technical capabilities. What does that entail exactly? Does that mean that the actors have to have experience in video production? Or just understand how the process works?

EVALUATION CRITERIA:

Factor A: Experience

· Experience on Camera

· Type of production work done previously

· Sizes of projects previously worked on

· Cast size of previous projects

Factor B: Past Performance

· Satisfied its past customers (reputation with others)

· Years of experience

· Number of projects

· Variety of projects

· Complied with Federal, state and local laws and regulations

· References

Factor C: Cost The Government will use the total evaluated cost method for evaluation purposes, including options. Cost may be the deciding factor for selection. But, all evaluation factors other than cost, when combined, are significantly more important than cost.

3. Can I assume that the narrator can be an actor?

The narrator will be an on-camera actor.

4. In the original solicitation it states a need for 17 to 19 actors but in the attachment it says the contractor is responsible for up to 15 actors, are you requesting 2 extras?

We are requesting a total of 15 actors.

5. After reviewing the parts, do the actors need to be present for their specific day,1 day, or throughout the entire tapings, 5 days?

Each day of shooting will focus on one script; therefore actors for that day’s script will need to be present on that day.

6. Do the actors need to be bilingual with Spanish as the other language or just fluent in English is ok?

Fluent English is what we need

7. What qualifications do you require for the actors,SAG or AFTRA, or is non-union ok?

No union affiliation is necessary for the actors.

8. How much detail is needed in the bid? Or is simply a paragraph or two saying, "I can provide the actors as specified for such and such a price" sufficient?

The detail is at your discretion. Please remember, you will be bidding against others that are interested in the same requirement so you will need to address things you feel are most important. Also note the page limit listed on FedBizOps.

9. My main question is, how do I submit the bid? On a web site? Via E mail? Or postal mail? If postal mail, to what address do I send it?
