This contract action is for the acquisition of service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Coherent, Inc., 5100 Patrick Henry Drive, Santa, Clara, CA 95054, for the acquisition of a Productive Plus Service Agreement for the following: 1) Quantity 1 each-Chameleon System: Ultra, (II);80MHz, s/n:GDP.1121788.6125; 2) Quantity 1 each-Chameleon System: Ultra: 80MH, s/n:GDP.1094228.5763; 3) Quantity 1-each-Chameleon Vision II Laser System, s/n:GDP.1185894.6010. It has been determined that Coherent, Inc., is the only known responsible source capable of providing the required service contract and no other service will satisfy the agency's requirements.

The anticipated period of performance will be for a twelve (12) month base period, with four (4) twelve (12) month option periods.

The applicable North American industry Classification System (NAICS) code for this procurement is 811219 "Other Electronic and Precision Equipment Repair and Maintenance". Its associated Small Business Size Standard is $20,500,000.00.

The service plan covers all replacement Parts including FAP-I's, Labor and Travel, for 12 months or 5000 hours. These laser instruments are utilized by the Division of Intramural Research for multiphoton excitation of traditional fluorescence probes. Multiphoton excitation is beneficial in imaging of biological specimens because the infrared laser light penetrates deep into tissue allowing fluorescence excitation at the two photon cross sections of traditional fluorescence probes. This service contract will enable these instruments to operate at optimal levels and generate data comparable to what has been historically produced.
