About this opportunity
Norfolk Naval Shipyard (NNSY), operating under the Department of the Navy Naval Sea Systems Command, has issued a pre-solicitation notice for market research to identify qualified sources capable of providing forklift driver services. The procurement seeks touch labor services for forklift and aerial lift operators to support various shipyard operations from January to March 2026, with an option for an additional quarter period. Key requirements include providing 20 forklift operators across multiple labor categories including Forklift Lift Operators, Forklift/Aerial Lift Operators, Program Managers, Project Managers, and Supervisors, with operators requiring certification for equipment operating at heights up to 120 feet. Contractors must demonstrate comprehensive safety training capabilities including hazard communication, respirator use, asbestos awareness, and fall protection, while ensuring compliance with all safety regulations and daily coordination with NNSY representatives. The government anticipates issuing a Firm Fixed Price contract under NAICS code 336611, with interested companies required to submit capabilities statements by October 22, 2025, at 11:00 AM, demonstrating their ability to perform 100% of the required efforts.
This procurement does not utilize any set-aside designations and is open to both large and small businesses with relevant experience in providing forklift operator services. No current contractors or incumbents are identified in the notice, suggesting this may be a new requirement or a recompete opportunity. The Performance Work Statement indicates a total estimated effort of 15,794 manhours covering both the base period and option period, though specific contract values or budget ranges are not disclosed in this market research phase. The contract will span a base period of three months (January to March 2026) with a potential three-month option period, requiring operators to support various shipyard operations including potential "Clean the Shipyard Day" events and emergency response efforts. Companies responding to this notice must provide standard business information including CAGE code, DUNS number, and socioeconomic status if applicable, along with a detailed capabilities statement demonstrating their qualifications to perform these specialized shipyard support services.
