Added: May 01, 2009 1:36 pm The Philadelphia District is issuing the above RFP to provide Prime Power Services (generation, transmission and distribution (nominally 4 mw) with O&M of Government-owned medium voltage distribution system, approx. 1500 meters) on a 24/7 basis for a 12 month performance period to commence on July 31, 2009. The Government will have the option to option to extend performance up to an additional 12 months in accordance with detailed Scope of Work as well as increasing the Plant performance requirement. The successful offeror will be required to provide his/her own mancamp (living quarters, showers and latrines). Government furnished services will be limited to only emergency medical/dental, site security, fuel for power plant and contractorsvehicles, potable water, black water, and land space for contractor operations. The procurement is being issued as a best value action under FAR Part 15. Interested offerors must submit a Mobilization Plan, and interim Operations Plan, Safety Plan, and Quality Control Plan with their offer by the required response date in order to be considered for award. Failure to submit these documents will be cause for rejection of the offer. This is a commercial item/services acquisition in accordance with the solicitations requirements. Interested offerors are cautioned that in order to be eligible for an award they must be registered in the DoD Central Contractor Registry.
