Q. “On Schedule B, Item No. 0003, Option, pricing for mobilization and demobilization, have been added; however, it is not clear that these items are lump sums. Also, are the prices for mobilization to be added with the 12 month total for increased capacity in the NET AMT area?”

A. The sub-lines for mobilization and de-moblization are lump sum items and are to be included in the total price for CLIN 0003.

Q. “Regarding para. 3.1.3. Medium-voltage Distribution, is the successful offeror responsible for returning the surface cover to its original state before excavation? Since there is no site walk scheduled, could you provide the following information to us? What is the composition of the surface covering the medium voltage distribution? What is the type of cable construction used for the medium voltage distribution (XLPE, EP, OLC)? In addition, what is the condition of the medium-voltage distribution? Was the distribution system install prior to 2002 by Iraquis or is it a more recent construction performed to U.S. standards? How many transformers in the existing medium voltage distribution system will be maintained under this contract and are they wet or dry type?”

A. While a site walk was not scheduled, every firm was free to request to perform a site visit.

The successful offeror will be responsible for restoring the surface cover to its original condition after any necessary excavation. The surface cover is compacted soil. The buried cable is approximately 1-1/2 years old and is considered in good condition with minor splice repairs as a result of digging accidents. The repairs were made to U.S. standards with XPLE insulated cable.

The transformers are military Secondary Distribution Centers (SDC) as shown in the enclosed pictures. These are 150 kVA dry transformers. They plug into the distribution with industry standard 200 amp load break elbows.
