a. The date and time set for receipt of proposals remains unchanged.
b. Section A, page 1, block 5: The date of issue is corrected to read 11 May 2009.
c. Section B, Price Schedules, pages 2-3 are deleted and replaced with the attached pages numbered 2R and 3R, Amendment 0001.
d. Section C, Scope of Work, Para. 3.1.1., the word 'nominal' is changed to 'maximum'. The scope is also clarfied that this includes plant O&M.

i. Failure to show that the products or services offered conform to the minimum requirements of the specifications will result in rejection of the proposal.
L 4.2 PROPOSAL REVISIONS
For document control purposes, all proposal revisions provided after the initial proposal shall be submitted as page changes with each page identified by revision number and date, as well as the page number. Page changes shall be formatted to allow removal of old pages and insertion of change pages. New/changed information shall be identified by a vertical line (|) in the left margin and/or the redline feature for ease in identifying the change. All new/changed information must be identified by the offerror.
L 4.3 NUMBER OF COPIES OF PROPOSALS
The offerror shall submit one (1) original and two (2) copies of their proposal with the same number of any subsequent amendments.
L 4.4 VOLUME I - TECHNICAL PROPOSAL
The Technical Proposal shall be sufficient to enable technical evaluation personnel to make a thorough and complete evaluation and to arrive at a sound determination as to whether the requirements of this solicitation are understood and satisfied. The offerror shall furnish, at a minimum the following information:
EVALUATION AREAS:
L 4.5 Past Performance
The Offerror shall provide information in sufficient detail concerning their current and past performance for efforts similar to the Government's requirement proposed in this solicitation. Specifically, the Offerror shall provide a list of all contracts and subcontracts, similar to Government's present requirement, completed during the past four years and currently in progress. U If not a host nation company, the Offeror must have international experience, aUnd preferably under adverse conditions. International experience is defined as the same, or similar, work performed outside of the firm’s country of origin. Adverse conditions are considered war or civil unrest environments or disaster events. The Offerror shall describe in sufficient detail their past performance as it relates to conformance to contract specifications and standards of customer satisfaction, good workmanship and timeliness. Offerror shall provide references for all contracts and subcontracts identified. Contracts listed may include those entered into with the Federal Government, agencies of state and local governments and commercial customers. Offerrors that are newly formed entities without prior contracts should list contracts and subcontracts previously performed for all key personnel. If a formal performance evaluation is not available for current and past performance efforts, the Offerror Umust Uaddress how actual performance time compared to contract performance periods. The Offerror should provide quality awards, certificates, etc which substantiate standards of customer satisfaction, good workmanship and timeliness.
L 4.6 Mobilization Plan
The offeror shall provide a Mobilization Plan (concept of operation, time schedule, phasing plan, identification of subcontractors including local labor) that demonstrates how firm will achieve required performance start date, including resolution procedures for addressing unexpected schedule impacts.
L. 4.7 Management Plans
The offerror shall provide several Management Plans that adequately demonstrates and ensure that the proper level of effort is directed toward each aspect of the work as outlined in Operation Action Plans as specified in this Section; that the offerror has at its disposal the organization, personnel and equipment required by the statement of work, and that all the work will be performed as specified. The plan shall also demonstrate that the offerror has sufficient in- house knowledge to implement and manage effective jobsite safety and quality control programs. The offerror shall submit an organization plan in the form of an organization chart of the offerror's organization detailing the assignment of functions, duties and responsibilities of major activities of the offerror (and subcontractor(s), if used, including local labor). Include a list of names, titles, duties and job descriptions of key personnel (management, technical
57R of 67 representative(s) responsible for the contract). Identify the person(s) who will be the contractor’s site manager, field supervisors and on-site quality control and safety managers for this contract. Furnish evidence of his/her qualifications, a brief description of primary duties, responsibilities and level of authority. The Contractor's Operations Action Plans are limited to two pages per plan and shall include as a minimum:
A. UOperation Action PlansU (Consisting of Generator Set Preparation Plan, Generator Installation Plans, Schedules for set/install, Preventative Maintenance Plan, Service Plan, and SOPs)
B. UQuality Control PlanU (Concept of Operation, personnel qualifications, internal Procedures-the Quality Control Manager must be an on-site individual)
C. USafety PlanU (Written safety plan which addresses each major phase of this SOW, Internal Safety Standard Operation Policies and Procedures, key Safety personnel and their qualifications, training and experience levels, Activity Hazard Analysis (specifically for specialized equipment used in performance of work) for each major phase of work, conformance to Corps of Engineer Safety Plan, EM 385-1-1, demonstrated knowledge of local and federal safety requirements)
D. UInterim De-mobilization Plan
L 4.8 Contractor Resoources (Furnished Equipment Product Listings/Catalogs, Location of Offeror/Primary Place of Business/Field Support Offices, Personnel)
The offerror shall provide his/her commercial product catalog and price list for generator sets leased to the public and to be offered as contractor furnished equipment under any resultant award. The depth of an offerror’s commercial products will be compared to the Government’s minumum requirements. If the offerror’s proposal is accepted, the Uofferror cannot change or alter the accepted equipment and accessories after award without the express, written concurrence from the Contracting Officer or his designated representative.U The offeror shall address this evaluation factor by providing sufficient evidence of the locations of the main office and all subsidiaries to allow Government evaluators to determine that this requirement has been met or exceeded. The offeror shall also provide information on how their business location(s) provide a unique and advantageous benefit to the Government in the event they are tasked to provide services during contingency operations. The offeror shall provide the identification of all electricians and generator mechanics/technicians to be employed on any resultant contract and their qualifications.
L 4.9 Extent of Subcontracting
The offerror’s proposal will be evaluated on how the offerror proposes to provide subcontracting opportunities with firms located in the contingency area and to domestic sources. The proposal should demonstrate the effort that will be taken to identify and develop lists of local sources and shall identify the procedures that will be established to identify and award subcontracts to those organizations, firms or individuals residing or doing business primarily in the affected area. The proposal will be evaluated to determine the extent of planned subcontracting with and
QUESTIONS AND ANSWERS
1Q. “All contractor work shall be within the boundaries of Camp Gary Owen and as depicted on the enclosed drawing. No drawing was included in the solicitation package.” (note: this was a multiple comment/question).
1A. See Amendment One.
2Q. “Para. 3.1.1, Leased Power Plant. The power plant must operate at 60Hz, transformed up to 4160V, phase-to-phase. It is impractical to transform up to 4160V. Is transforming down to 4160Vfrom, for example 11 kV, acceptable?”
2A. The final voltage must be transformed to 4160 V (4.16 kV). It is at the offeror’s discretion how this voltage is achieved.
3Q. “6. Performance Schedule and Sequent of Work. The contractor shall commence performance of the work within 10 days after Notice to Proceed is issued and shall complete all work in an acceptable condition not later than 31 July 2009. As bids are due 11 Jun 2009, in the unlikely event award is made immediately, the maximum days available to perform 10 days after Notice to Proceed are 40; however this leaves no time for the Army to make their decision on award nor to negotiate with any vendor.”
3A. See Section L, clause 52.215-1, Instructions to Offerors-Competitive Acquisition, paragraph (f)4, page 61. Further, see Sections F and G, regarding successful offeror requirement to manage mobilization schedule.
4Q. “Page 16 of 67 attaches penalties for failure to perform by 11 June 2009, up to 20 percent of mobilization. Because the time available to perform mobilization without penalty is unknown until the Army issues the Notice to Proceed, the attachment of any penalty to performance is unreasonable, therefore, we request the Army revise the solicitation and state a period of performance in days to be allowed the contractor for mobilization.”
4A. The mobilization payment, performance schedule as stated on page 16 is based on a performance completion date of 31 July 2009. The payment schedule remains unchanged.
5Q. “Who will transformed the Power Plant up to 4160V phase to phase?”
5A. See response 2A, above.
6Q. “Section B states the power will be 2.5 mw with an option to increase it by 4 mw. While SOW, page 5, states the option will be to increase the power plant from 4 mw to 8 mw. If the government asking for a 2.5 mw or a 4 mw power plant with an option to increase by 4 mw?”
6A. See page 1 of this Amendment.
7Q. “I went to the market, I research about generator it generate high voltage so not find this kind and not find any information about (4160V) so I have some details in the following:
1-phase to phase voltage = 400 v 2-phase to neutral voltage = 400/1.73=220v 3-phase to phase voltage = 11 kv 4-phase to phase voltage = 11/1.73 = 6.350 kV”

8Q. “There are conflicts in the RFP concerning the power requirements. In the Schedule B of the RFP, item number 0001AB states, ‘Provide minimum of 2.5 mw, prime power…’ Item number 0004, Option is the extension of item number 0001AB, but states: “Basic services of 4 mw standby, average 2.5 mw monthly demand.’ There was no requirement for standby power in 0001AB, and the 2.5 mw was describe as being the “minimum” of “prime power” not an “average” which does not provide guidance on what the maximum power requirement would be.
Also, Para 3.1.1 states, “the contractor shall size the generators properly to maintain a generator in reserve while maintaining an average 2.5 mw load’ and does not put any requirement on the nominal size of the plant. Does the Government require a minimum of 2.5 mw of prime power continuously (24/7) with an additional generator of the same size used in the power plant in reserve? If an ‘average’ load of 2.5 mw of continuous prime power with an additional generator of the same size used in the power plant in reserve is the intent, what is the maximum power load that should be planned for?”
8A. See page 1 of this Amendment.
9Q. “Is there an incumbent contractor? If so, would you please indicate who it is? An, what the value and duration of their contract? Will the meals for Contractor personnel be Contractor or Government Furnished item? Can you please specify the type of fuel that will be made available by the Government? Is any preference given to maximizing Iraqi participation during evaluation?”
9A. The Government provided services are stated in the solicitation in the Scope of Work at pages 7 and 8. There is no incumbent contractor. The current prime power services are being provided temporarily by the U.S. Air Force. The type of fuel to be provided for contractor vehicles and the contractor-furnished power plant is expected to be diesel fuel. See solicitation page 47, paragraph (d).
10Q. “We understand that all equipments such as (transformers, generators, low voltage switchgears, medium voltage switchgears, MV cables and LV cables) will be supplied by (other contractor) and the contractor are going to install, startup, commissioning, training the staff, is that correct?”
10A. The successful offeror will be wholly responsible for performing or providing for the performance all of the above items/services.
11Q. “If these equipments supplied by other contract, installation and maintenance manual should by supplied too, could you please provide us with these documents since it’s vital in bidding the tender?”
11Q. See response at 10A.
12Q. “Could you please supply us with the power plant drawings, specifications…etc., since we download the document from the FBO website and we didn’t found only the scope of work?
12A. See attached Drawing.
13Q. “How many generators do you have in the plant and what each generator capacity?”
13A. The current prime power services are provided by the U.S. Air Force with three each, 750 kw generators.
14Q. “We understand that the contractor are going to maintain the generators with power of 2.5 mw, since the total load is 4 mw, so the remaining generator power feeding load is 1.5 mw, so the contractor will going to size the remaining power to the all transformed up? Or what?”
14A. The successful awardee must provide a minimum of 2.5 mw, up to a maximum of 4.0 mw prime power, per month, 24 hours a day, seven days a week.
15Q. “You mentioned that the system should be operating at 60Hz, if we are in the same page, the furnished equipment (by other) should be designed on 60Hz? Advice.”
15A. All contractor furnished equipment must operate at 60 Hz.
16Q. “What is the consumption fuel of the generator per hour to design a fuel tank?”
16A. This is will be a contractor determined figure.
17Q. “What are the dimensions of the generators to design the concrete pads?”
17A. This is will be a contractor determined figure.
18Q. “We understand that the power plant design is (generators with power 4 mw, voltage 400 then goes to low voltage switchgear then to transformer up to r.16KV, then goes to deium voltage switchgear), is that correct?”
18A. The power plant design is determined by the successful awardee.
19Q. “You mentioned in the contract scope of work that there is an option to increase the power from 4 mw to 8 mw2, are you have the additional equipments? Or you will furnish this later?
19A. If the Government exercises the Option to increase the performance requirement, any additional equipment to be furnished shall be the responsibility of the contractor.
20Q. “You mentioned that the contractor will maintain line with 4160V, where this network goes to?
20A. This information not necessary for tender purpose.
21Q. “In low voltage distribution you mentioned that the contractor will trench the grade cables, what is the distance? What is the distance of the cables above the ground to be installed inside conduit? What is the size of conduit require?
21A. The size of the cable, cable runs, and conduits are items determined by the offeror. After award, these items are determined as necessary to accomplish operations and maintenance actions by the successful awardee.
22Q. “Do you have the material of grounding system? What about the grounding system material if you extending the power from 4mw to 8mw?”
22A. The offeror must take into consideration that if he/she is the successful offeror, and the Option is exercised, that the offeror must also provide the grounding system for the Option quantity.
23Q. “ For the existing line 1500 meter, we understand that the contract will maintain parts as you state in the scope of work (are we going to supply these parts)? What are the expected parts you need also.”
23A. The successful offeror shall provide all necessary operating supplies/parts and maintain the specific items identified in the Scope of Work at page 5.
24Q. Could you supply us with site dimension and existing buildings locations? Include proposed location of the required equipment.”
24A. See Drawing incorporated by Amendment 0001.
25Q. “ In the low voltage distribution, what is the utility voltage for the lighting, power and control? Are these utilities are feeding directly from the generators low voltage switchgear?”
25A. See Drawing incorporated by Amendment 0001.
26Q. “Could you supply us with the manufacturer instructions?”
26A. The offeror is responsible for obtaining any necessary manufacturer instructions, operations manuals, etc., necessary for his/her plant design and equipment.
27Q. “At the end of para. 7, Data Requirements, it states “The following submittals shall be provided to the designated Government Representatitve(s) prior to Camp access or installation:
-Generator sets -Electrical Panels -Medium-voltage -Switchgear and Power Distribution Centers (PDCs) -Electrical Wire and Cable
Please clarify if the above means that documents defining those items must be submitted or the actual equipment must be submitted.

28Q. “Clause 252.225-7023, Preference for Products or Services from Iraq or Afghanistan (Sep 2008), is included in the RFP. What will be the procedures and requirements for getting local nationals on and off the camp at Camp Gary Owen?”

29Q. “What will be the procedures and requirements for obtaining LOAs and CACs for contractor workers?”
29A. No change from present DoD process/procedures.
30Q. “Will meals be available to contractors/subcontractors/LN labor through a military provided DFAC? If so, will there be a cost for each meal (breakfast/lunch/dinner) per person? If so, what will that cost be?”
30A. Dining facility privileges will be granted to contractor/subcontractor personnel Ubut not LN laborU at prescribed/posted DoD rates.
31Q. Clause 52.242-15, Stop-Work Order (Aug 1989), is included in the RFP. What is the intent of this clause? Is there a real possibility that a Stop-Work Order will be issued?
31A. The clause is required by Federal Acquisition Regulations. Its purpose is as stated in the solicitation.
32Q. “Concerning Section B, Supplies of Services and Prices, a separate Item No. for the Mobilization/Demobilization of Item No. 0003, Option to Increase Capacity 4 Mw is Not included. Would the Government consider adding and Item No. to cover the fixed mobilization/demobilization costs of Item No. 0003?”
32A. See Amendment 0001.
33Q. “Regarding paras. 3.1.l, 3.1.2, 3.2.2, and 3.2.3, there are no specific reference to performing the on going operations and maintenance of the Power Plant, Medium-voltage Switchgear, Low voltage Distribution and Grounding System, Is it understood the O&M of those equipment are to be provided for the term of the contract?”
33A. See Amendment 0001.
34Q. “Para. L5, Volume II—Price Proposal, calls for a Tab 4: Subcontracting Plan. Since this project is OCONUS, is this requirement needed? If it is required, is it intended to reflect small business reporting for US Small Business or Iraq Small Business or both?”
34A. The Subcontracting Plan is a mandatory requirement. Reports will be for US Small Business.
35Q. “Para. 6, Performance Schedule, states: “The contractor ….shall complete all Work in an acceptable condition not later than 31 July 2009.” Does ‘all Work’ mean commissioning of the power plant? In addition, will the Government consider establishing a firm not to exceed date for award of this contract, so that accurate pricing can be obtained on the expedited transport and installation to meet the 31 July 2009 deadline?”
36A. “All Work” includes commissioning. No, the Government will not establish a firm not to exceed date for award of this contract. See also, response 3A.
37Q. “L5, Volume II – Price Proposal, states “Offerors shall indicate geographic area of interest in the space provided for in Section B, Price Schedule.” There is no space provided in Section B and there does not appear to be any need for multiple geographical areas of performance. Should this sentence be deleted from the RFP?
37A. See Amendment 1, page 58R
38Q. “In para. L4.5, Past Performance, it states “Offeror shall provide references for all contracts and subcontracts submitted using the format contained in Section J”. However, there is no Section J in the RFP. Can you provide the required format?
38A. See Amendment 1, page 56R.
39Q. “ In para L 4.7 Management Plants, it states ‘ Approach and methodology for Operation Action Plans as specified in C.2.1 of the Statement of Work”. There is no para. C.2.1 in the RFP. Can you provide the missing information?
