Pre-Solicitation Notice / Synopsis – System Technical Support (STS) and System Technical Support Services (STSS) for Enhanced Robotic Payloads (ERP) (W56HZV-20-R-0209)
The Army Contracting Command – Detroit Arsenal (ACC-DTA) intends to issue a Cost-Plus-Fixed-Fee (CPFF) Request for Proposal (RFP) in September 2021 for the procurement of System Technical Support (STS) and System Technical Support Services (STSS) for Enhanced Robotic Payloads (ERP) for the Man Transportable Robotic System Inc. II (MTRS Inc. II) and Common Robotic System – Heavy (CRS-H).
This requirement is being solicited on a sole source basis to Teledyne FLIR, LLC (FLIR) under the authority of 10 United States Code (U.S.C.) 2304(C) (1) as implemented by FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”. FLIR, as the Original Equipment Manufacturer (OEM) for the MTRS Inc. II and CRS-H platforms, owns the full Technical Data Packages (TDPs) to which both the CRS-H and MTRS Inc. II robotic platforms are configured. Only FLIR has the facilities, personnel, knowledge, historical information, technical data and software to fulfill the Government’s requirement without substantial duplication of cost. The Justification and Approval for this requirement was approved by ACC-DTA’s Senior Contracting Official on 15 January 2021.
The RFP will result in a Five-Year, STS/STSS Requirements contract awarded to FLIR in accordance with Federal Acquisition Regulation (FAR) Part 15 (Contracting by Negotiation). Labor hours will be exercised in the form of CPFF Completion and Level of Efffort (LOE) Work Directives (WD) for technical studies pertaining to the integration of various payloads/capabilities onto the MTRS Inc. II and CRS-H platforms, in addition to design engineering, integration engineering, prototype development, testing, and logistics development. The contract will also include an option to procure data rights for any follow-on production actions resulting from development.
The point of contact for this requirement is Ms. Kelly Remner, Contract Specialist, at Kelly.j.remner.civ@mail.mil.
