About this opportunity
The Defense Logistics Agency Land and Maritime (DLA), specifically the Puget Sound Contracting Office, is procuring welding equipment consisting of three line items: one LIBURDI GT400 Welding Power Supply (P/N A033288), one LIBURDI M401 Welding Head with Automated AVC/OSC (P/N TBA), and one LIBURDI M401 Welding Head with Extended OSC Rails (P/N D6453). This is a sole source procurement designated exclusively for women-owned small businesses (WOSB), with the requirement that all items be delivered by May 1, 2026. Offerors must submit completed solicitation packets via email or fax to jack.edwards@dla.mil, with responsive bids requiring signed documentation, CAGE code, FOB Destination pricing to Bremerton, WA, lead time annotation, and manufacturer information. Key contract requirements include compliance with DFARS Item Unique Identification requirements, submission through the SAM website, potential implementation of NIST SP 800-171 cybersecurity standards with current assessments (unless items qualify as Commercial Off The Shelf), and standard commercial packing per ASTM-D-3951. The offer due date is April 30, 2026 at 10:00 AM, and evaluation will be based on price and compliance with all solicitation specifications.
This solicitation is a 100 percent set-aside for women-owned small businesses and represents a sole source procurement from LIBURDI DIMETRICS Corporation, justified by compatibility requirements with existing Liburdi equipment already in use at Shop 26 for both training and production welding operations. The total contract value is $264,014.00 on a firm fixed price basis. All items must be delivered to Puget Sound Naval Shipyard IMF in Bremerton, Washington 98314-5001, with F.O.B. Destination and inspection/acceptance at destination. Contractors must utilize the Wide Area WorkFlow (WAWF) system for invoicing and maintain supply chain traceability documentation for five years post-final payment. The procurement falls under NAICS 333992 (Welding and Soldering Equipment Manufacturing) and PSC 3439 (Miscellaneous Welding, Soldering, and Brazing Supplies and Accessories).
