Questions and Answers
Question 1:
Par. 1.1.4 Provide Customer Service: window hours for Sat 10-2.
Par. 2.3 Hours of Operation does not list Saturday at all.
Par. 4.1. Hours of Operation.
Par. 4.1.1 Normal Hours-has window hours 10-2 same as Par. 1.1.4 but
Hours of Operation for Saturday has 0700-1630hours. The question:
Are the hours of Operation for Saturday of 0700-1630 correct?
Answer 1: PSC hours of operation for Saturdays' is from 0700-1400, with the window open from 1000-1400.
Question 2:
PFP requires us to provide you a list of all of our past performance data in excess of $25,000 for the last 3 years. However, it does not specify how many references are needed. How many references do you require for this RFP.
Answer 2: Send all past performance data you have that applies as specified in solicitation.
Question 3:
I would like to know if individual past performance of key personnel will be evaluated the same way as corporate past performance in your evaluation process.
Answer 3:
Only corporate past performance will be evaluated

A written solicitation (FA4690-08-R-0007) will be issued soon.  Due to unforeseen circumstances we had to push back our proposed solicitation date.

The following synopsis is for commercial services and consists of the synopsis only. 


Ellsworth Air Force Base South Dakota has a requirement for a Postal Contractor. The contractor shall provide all personnel, equipment, tools, materials, fuel, transportation, supervision, and other items and services necessary to operate the Postal Service Center (PSC). The contractor shall use Air Force and other government agencies directives as directed. Mail will be distributed to personnel housed in approximately five separate dormitories. General delivery service will also be required for transients, persons who are on Temporary Duty (TDY), and newly assigned personnel until a permanent resident address is established. The government shall furnish the contractor approximately 2,400 square feet of space to operate the PSC. The government will furnish water, electricity, natural gas, and sewage. The Contract Manager and alternate(s) and all employees must be able to read, write, speak, and understand English. A written solicitation (FA4690-08-R-0007) will be made available on this web site on or about 22 July 2008. This procurement is a 100% set aside for a Service Disabled Veteran Owned business. The forthcoming solicitation will incorporate provisions and clauses in affect through the Federal Acquisition Regulation. This will be a Price/Past-performance Tradeoff procurement using Source Selection Procedures. The NAICS code for this project is 491110 with a size standard of $6.5 Million dollars. The classification code is "R". The period of performance is 1 October 2008 through 30 September 2009 with an additional four option years. Offerors not already registered in the central contractor registration (CCR) database are highly encouraged to do so by visiting the site, http://www.ccr.gov, or by calling 1-888-227-2423; an offeror must meet this requirement to be eligible for contract award. CCR can be obtained by accessing the Internet at http://www.ccr.gov or by calling 1-888-227-2423. CCR registration must be obtained before award can be made. Once contractors have received the full solicitation package, submit the supporting information requested for Price offers and Representations and Certifications by mail to 28 CONS/LGCA, Attn: Bill Tully, 1000 Ellsworth St., Ste. 1200, Ellsworth AFB, South Dakota 57706. The tentative due date for receipt of proposal documentation is 12:00 P.M. MST on 30 July 2008. Contractors are advised to monitor this web site for updates and or changes.
