PERFORMANCE WORK STATEMENT
FOR
POSTAL SERVICE CENTER
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, vehicles, tools, supplies, and labor necessary to perform operation of the Postal Service Center at Ellsworth AFB, SD in accordance with standards established by the United States Postal Service, and the Department of Defense. The estimated quantities of work are listed in Estimated Workload Data (Appendix A). The contractor shall submit reports and documentation as identified throughout this Performance Work Statement (PWS). Requests for such reports, documentation, and responses shall be coordinated through the 28 CS.
The Ellsworth AFB Postal Service Center operation is to provide service for receiving, processing, re-directing, and distributing mail for dormitory residents and members assigned General Delivery addresses and TDY personnel.
Customer Eligibility. The primary customers for the Postal Service Center are dormitory residents. These are military personnel who are authorized postal services at the expense of the government. Secondary customers are newly assigned military personnel receiving General Delivery service. General Delivery service is provided to newly assigned personnel who are in the process of obtaining a permanent mailing address and to personnel assigned Ellsworth AFB on temporary duty status. Third, are individuals TDY to Ellsworth AFB for a period of 30 days or more.
Contractor tasks include
1.1. Operate Postal Service Center. The contractor shall preserve and protect the security of the mail at all times in his/her custody from unauthorized opening, inspection, reading contents or covers, tampering, delays, loss, or other unauthorized acts.
1.1.1. The contractor shall receive mail from Government agencies, United States Postal Service, United Parcel Service, Federal Express, DHL, and all other small package delivery companies. Government agencies is defined as administrative communications (e.g., payroll checks, leave and earning statements, net pay advisories, etc.) brought directly to the PSC by authorized government agencies (i.e., Accounting and Finance, Services, etc).
1.1.2. The contractor shall provide notification and storage of packages for dormitory residents and General Delivery customers.
1.1.3. Transport and distribute mail. The contractor shall provide transportation of mail to dormitories in a vehicle that can be secured. The contractor shall provide/pay for all maintenance, vehicles, insurance, gas, and registration for the delivery vehicle. Authorized Postal Service Center personnel only shall enter the vehicle. While delivering mail to the Neighborhood Delivery Collection Box Units (NDCBUs), contractor personnel shall not “give” mail to any individual, only place in individual NDCBUs. Mail shall be distributed in boxes no later than 1300 Monday through Friday.
1.1.4. Provide customer service. The Contractor shall advertise operating hours, answer inquiries, resolve complaints, provide forms and briefings in a professional and courteous manner. The Contractor shall staff a customer service window during the hours of 1000-1630 (Mon-Fri), 1000-1400 Sat.
1.2. Manage and Maintain Mail Receptacles.
1.2.1. Manage receptacles. The Contractor shall establish procedures to determine eligibility in accordance with DOD 4525.6-M. He/She shall assign receptacles to authorized users and withdraw receptacles from customers no longer authorized service.
1.2.2. Maintain mail receptacles. The contractor shall perform minor maintenance on receptacles to ensure proper function. Minor maintenance is defined as maintenance or repair that can be accomplished without special tools or highly skilled technical expertise. The government will provide all replacement parts at no cost to the contractor. Parts may be obtained by notifying the Official Mail Manager.
1.2.3. Change key lock combination. The contractor shall change combinations or key cylinders any time a combination or key is believed to be compromised, when inoperable, or prior to the receptacle being assigned. The combination or key change shall be recorded on DD Form 2262, Receptacle Record. (DOD 4525.6-M)
Lost Keys. If a dormitory resident should lose their receptacle key, the contractor will provide them another key. At that time the contractor will provide the Base Civil Engineers (CES) with the spare key for reproduction and annotate on AF Form 2262. CES will return all keys to the contractor after a duplicate key is made.
General Information. The contractor shall operate a Postal Service Center (PSC) to provide service for receiving, processing, distributing, and providing directory service for mail; managing receptacles/cluster boxes; and providing customer service. The contractor shall preserve and protect the security of the mail at all times in his or her custody from unauthorized opening, inspecting, reading contents or covers, tampering, delays, loss or other unauthorized acts. The contractor shall preserve and protect personnel information on individuals assigned to Ellsworth AFB, South Dakota, from release to the public.
2.1. Processing Mail.
2.1.1. Receive Mail. The contractor shall receive mail from the USPS, the Official Mail Center (OMC), small parcel delivery companies, and authorized Government agencies.
Small Parcel Delivery Company Mail. Receive parcel(s) from the United Parcel Service (UPS), Federal Express, Airborne Express, DHL, and other small parcel delivery services. Verify parcel(s) is/are undamaged. Sign and date register. When small parcels are received at PSC after the dormitory mail delivery vehicle has departed, the Contractor will make a second delivery run at 1430 to deliver small parcel notification slips. Small parcels received at the PSC after 1430 will be delivered the next duty day.
Government Agency Mail. Receive official government mail, PSC mail referred by OMC, small parcels, and other miscellaneous mail from OMC.
Inspect Mail. Before receipting for mail from the servicing USPS facility, the contractor shall ensure any damaged parcels/packages are properly resealed or rewrapped as necessary and stamped or marked with “Received in Damaged Condition” along with the date of receipt and the initials of the individuals handling the article. Every effort shall be made to match articles found loose with envelopes or wrappers from which lost. Articles not matched and stamps found loose in the mail shall be returned to the servicing USPS facility.
Distribute Mail. The contractor shall distribute mail to authorized users or their agents. Personal mail shall be delivered by general delivery to the addressee or through individual PSC or dormitory receptacles/cluster boxes NLT 1300 Monday-Friday and NLT 1200 Saturday.
2.1.3.1. The address of each box will be the individual’s name, corresponding street address for each building (i.e. – 2204 Dorm), and the mail box number (i.e. – Unit 259), EAFB SD 57706-4904.

2.1.3.2. Mail addressed to “Commander of” an individual shall be delivered via OMC as official mail to the commander. Mail addressed to “Commander of” a receptacle number which does not contain an addressee’s name or unit designation shall be returned to sender endorsed “Insufficient Address.” Undeliverable mail retained overnight shall be dated on the reverse side to show date of receipt. Postage due and special delivery mail shall be held in the USPS facility. PS Form 3849 will be placed in the individual’s receptacle. Collect on Delivery (COD) mail shall be returned to the servicing USPS for processing. Mail opened by mistake shall be resealed, endorsed “Opened by Mistake,” initialed by the person opening the mail or by the contractor, and returned to the postal source from which received, so it can be forwarded to the correct address.
2.1.3.3. Customers can control delivery of mail (including restricted delivery mail) addressed to them by completing PS Form 3801, Standing Delivery Order; PS Form 3849, Delivery Notice/Receipt/Reminder; or by written instructions on DD Form 2258, Temporary Mail Disposition Instructions.
2.1.3.4. The contractor shall not receive mail from receptacles (front or back) for addressees or agents, except in unusual cases. Addressees can refuse mail they do not want to receive. The addressee shall be requested to write (or stamp) on the front of the envelope or wrapper “Refused”, sign and date it. If the addressee declines to make the endorsement, the contractor shall endorse it “Refused,” sign and date it. Mail refused by the addressee shall be returned to sender.
2.1.3.5 . The contractor shall provide their employees with a government approved vehicle, per DoD 4525.6-M, Chap C15.10 to transport mail and deliver daily mail to the appropriate receptacle in each of the dormitories in performance of their duties. The contractor shall secure the vehicle while unoccupied when delivering to the cluster boxes. All mail shall be removed from the vehicle upon return to the PSC after mail distribution. No mail shall be stored/left in the vehicle overnight.
2.1.3.6. General Delivery Service. The contractor shall provide general delivery service to transients (inbound/outbound personnel and FamCamp residents), persons who are on temporary duty (TDY) for more than 30 days, and newly assigned personnel unless a receptacle has been assigned) until a permanent address is established. Military retirees and personnel in the transient category must request PSC service and have approval from the goverment before having mail sent to the PSC. The contractor shall advise customers that mail will be returned to sender as “Unclaimed” if not picked up within 10 days of receipt. Persons entitled to USPS delivery are not authorized general delivery service. Terminate general delivery service in accordance with DOD 4525.6-M, Chapter 3, Paragraph C3.2.6.
2.1.3.7. Any family member with a valid identification card may receive mail addressed to the family except mail items reflecting restricted delivery. However, the sponsor must state in writing those persons that shall have access to the sponsor’s mail. The sponsor with proper identification must drop this written statement off to the PSC in person. If unable to submit in person, the sponsor must provide a notarized statement with the authorized person’s name.
Distribute Receptacle Size Mail. The contractor shall place all correctly addressed mail in PSC or dormitory receptacle/boxes NLT 1300 Monday-Friday and NLT 1200 Saturday. Mail not correctly addressed shall be referred to the contractor’s directory service by 1300 hours. Give “General Delivery” and “Hold Mail” to authorized PSC users or authorized agents upon request.
Distribute Receptacle Oversize Mail. Place notification in the person’s receptacle, cluster box or the General Delivery and Hold Mail area within 4 hours after oversized mail is received. The contractor shall give oversized mail to customers when they present proper identification (military identification card). Oversize mail not correctly addressed shall be referenced to the contractor’s directory service. Annotate date when oversized mail was received.
2.1.4. Provide Directory Mail Service. The contractor shall maintain a directory service file to be used for processing directory mail.
2.1.4.1. Maintain Directory Mail Service File. Maintain a directory service file in accordance with DOD 4525.6-M, Chapter 3, Paragraph C3.4.3.2. Dispose of directory forms (AF Form 624, Base Unit Locator and PSC Directory) on person’s assigned PSC receptacles 12 months after they permanently depart, or 6 months after transient personnel depart.
2.1.4.2. Directorized Mail. Directorized mail will be processed and returned to the USPS NLT 1200 the day after it arrives at the PSC.
2.1.4.2.1. General Mail Forwarding Procedures. The initial forwarding address shall be placed low and to the right of the original address. After all available space is used on the front is used, write “over” on the front and place additional endorsement on the back. Gummed labels may be placed over old addresses to give additional writing space if needed. If the individual has departed on permanent change of station (PCS) and mail is being forwarded using a military unit as the forwarding address, include a “due-in date.” Each piece of directory service mail shall be date-stamped to indicate date of receipt (back dated). If mail is received on weekends or holidays and directory service is not provided, it shall be dated the next work day.
2.1.4.2.2. Address Correction Requested. “Address Correction Requested” endorsements do not apply to PSCs and shall not be honored. First Class mail that is received from one mailer in quantities of 20 or more, and is insufficiently or incorrectly addresses or contains an incorrectly addressed or identical receptacle number used simply to obtain directory service should be returned to sender endorsed “Insufficient Address.” Mail received from mailers who continuously mail quantities of less than 20 letters simply to circumvent those provisions should be returned to sender endorsed “Insufficient Address.” This does not apply to mail, which is incorrectly addressed because addresses have moved or are due to arrive.
2.1.4.2.3. Undeliverable as Addressed. Standard Mail that is undeliverable as addressed and contains the endorsement “Return Postage Guaranteed” shall be endorsed “Undeliverable as Addressed,” and returned to the servicing USPS facility. All Priority, First Class and Standard class mail of obvious value or bearing an annotation that forwarding postage is guaranteed shall be endorsed with a forwarding address if one is available, and forwarded to the addressee. Priority and Standard class mail sent shall also be endorsed “Change of Address Due to Official Orders.” However, if mail bears an endorsement that restricts forwarding, it shall be returned to the sender. All Standard Mail (except newspapers) addressed to personnel who have been assigned shall be forwarded for 60 days following the member’s departure (regardless of the publisher’s endorsement). The contractor shall endorse this mail “Change of Address Due to Official Orders” and “Advise Your Correspondent or Publisher of Your Current Mailing Address.
2.1.4.2.4. Forward Address Label for Second, Third and Fourth. The contractor shall prepare a Forward Address Label listing the forwarding address. If mail cannot be forward it will be return to sender. Publications received after a Forward Address Label has been prepared shall be returned to the servicing USPS facility.
2.1.4.3. Mail for Absent Without Leave (AWOL) Personnel. Mail addressed to personnel who are AWOL shall be held until the individual has been AWOL 30 days. After the 30th day, endorse First and Standard Mail, “Moved, Left No Address” and return to sender. Do not mark this type of mail as “Change of Address Due to Official Orders.” Handle Standard class mail in accordance with DOD 4525.6-M.
2.1.4.4. Mail for Due-In Personnel. Mail addressed for individuals that are due to arrive shall be held 30 days past the due-in date. If unclaimed at that time, endorse “Attempted – Address Not Known” and return to the servicing USPS facility. If there is no indication of a due-in date but there is reason to believe the individual is due to arrive; that is, the mail is being forwarded, the sender has the same last name, or for some other similar reason, hold it for an additional 15 days or 30 days past the anticipated arrival date. If the mail is still undeliverable at the end of the hold period, it shall be endorsed “Attempted – Address Not Known” and returned to the sender if there is not further indication that the individual is due to arrival at a later dated. Screen mail being held for due-in personnel against the directory at least weekly. Mail addressed in care of a sponsor shall be treated in the same manner as the sponsor’s mail. If the sponsor cannot be identified, endorse the mail “Attempted – Address Not Known” and return it to the sender. Mail, which cannot be delivered, forwarded, or returned to the sender, shall be returned to the servicing USPS facility.
2.1.4.5. Voting and Balloting Mail. Voting and balloting material shall be provided directory service immediately when it cannot be delivered as addressed. If the material is undeliverable and a forwarding address is not known, return to the sender immediately, properly marked with the reason for the return. Do not hold personnel due to arrive unless they are due within 30 days of receipt of the material. It they do not arrive within 5 days after the due date, return the material to the sender.
2.1.4.6. Income Tax Mail. Undeliverable income tax packages shall be released to 28 BW/JA or Post Office after all address labels are removed. Postal Bulletin notices pertaining to non-lease of income tax packages do not apply to PSCs.
2.1.4.7. Perishable Mail. Perishable mail items which carry a required delivery date (RDD) and cannot be forwarded or returned before spoiling shall be returned to the servicing USPS facility.
2.1.4.8. Casualty Mail. Under no circumstances shall mail for casualties be returned to sender or forwarded until absolute verification that next of kin have been notified. This information can be obtained from the Summary Court Officer, United States Air Force (USAF); casualty mail section (United States Army or United States Marine Corps); or command element (United States Navy). This mail will be held as long as necessary to preclude inadvertent disclosure of casualty status prior to official notification of next of kin. Once next of kin have positively been notified, the mail shall be returned to sender with appropriate endorsement. Authorized endorsements for casualty mail are (backstamp each article to indicate date forward):
2.1.4.8.1. “Deceased.” Contractor will seek out mail disposition instructions from the appointed Summary Court Officer in cases of deceased personnel.
2.1.4.8.2. “Patient.” Contractor will deliver mail according to the box holder’s instructions.
2.1.4.9. Mail for Confined Personnel.” Confined personnel completed DD Form 2258, Temporary Mail Disposition Instructions, to allow either security force or the First Sergeant to pick up their mail.
2.1.4.10. Return to USPS.” Return to USPS mail unavailable as addressed at the end of a 30-day period. It shall be endorsed “Attempted – Not Known” and returned to sender. Return to USPS equipment, e.g. mail bags, trays, bins etc., within 2 days.
2.1.4.11. Return to Small Parcel Delivery Company. Return undeliverable parcels to the small parcel delivery company and obtain signatures the next delivery day. Endorse parcel with forwarding address when possible.
2.1.4.12. Return to Government Agency. Return administrative communications that are undeliverable as addressed to the originating government agency via OMC.
2.1.5. Manage Receptacles/Cluster Boxes. The contractor shall establish procedures to determine eligibility in accordance with DOD 4525.6-M. Assign receptacles/cluster boxes to authorized users, withdraw receptacles/cluster boxes from customers no longer authorized service, perform minor maintenance, and monitor the use of receptacles/cluster boxes. Dispose of documentation that is used to issue receptacles/cluster boxes after recording first entry on a new form, indicating the receptacles/cluster boxes are reissued. The contractor shall:
2.1.5.1. Assign Receptacle/Cluster Box. Assign a receptacle/box to personnel who are authorized PSC privileges in accordance with DOD 4525.6-M, Chapter 3, Paragraph C3.3.3.2. Assign a receptacle/cluster box to other personnel/offices as specified by the Installation Commander.
2.1.5.2. Withdraw Receptacle/Cluster Box. Withdraw a receptacle/cluster box from personnel who become ineligible for PSC service. Remove all mail, forward any mail to directory service, then close the withdrawn receptacle/cluster box. Withdraw unusable receptacles/cluster boxes and assign new ones.
2.1.5.3. Change Key or Combination. Change a key lock cylinder or combination any time a key or combination is believed to be compromised, when inoperable, or prior to the receptacle being reassigned. The key serial number or combination shall be record in DD Form 2262, Receptacle Record. Spare cylinders will be provided by the Government at no cost to the Contractor.
2.1.5.4. Perform Minor Maintenance. Perform minor maintenance on receptacles/ cluster boxes, e.g., in the PSC facility, lubricate, replace door, and renumber.
2.1.5.5. Monitor Receptacle/Cluster Box. Check each assigned receptacle/cluster box monthly for excessive mail accumulation, old mail, or nonuse. If mail is accumulating in a receptacle/cluster box with postmarks in excess of 30 days and no hold instructions were given, contact the service member or their commander/first sergeant for determining location of the member and make proper disposition of mail. Take required actions in accordance with DOD 4525.6-M.
2.2. Provide Customer Service. The contractor shall advertise operating hours, answer Inquiries, resolve complaints provide forms and briefings. The contractor shall staff a customer service window during the hours of 1000 to 1630, Monday – Friday and from 1000 to 1400 on Saturday. Customer Service is not required on days specified in paragraph 4.1.2 of the PWS. The contractor shall also perform the following:
2.2.1. Advertise Hours. Post PSC operating hours and a sample of address in the PSC lobby.
2.2.2. Answer Inquiries. Answer telephonic, written, and personal inquiries concerning PSC matters.
2.2.3. Resolve Complaints. Resolve complaints within the contractor’s authority in accordance with DOD 4525.6-M. If unable to resolve the compliant, the contractor shall refer the complainant to 28 CS/SCOK.
2.2.4. Provide Forms. Provide PS Form 3575, Change of Address Order (Card) and PS Form 3576, Change of Address Request for Correspondents, Business, and Publishers, if required, brief customers on use.
2.2.5 Provide Briefings. Brief incoming and departing personnel on PSC entitlements. Briefings are provided at the PSC by the contractor when the use of a lock box is terminated and when a lock/cluster box is issued. The contractor will advise cluster box customers not to duplicate their key. If a key to a box is lost or not returned after a customer departs, then the lock shall be changed.
Process DD Form 285, Appointment of Military Postal Clerk, Unit Mail Clerk, or Mail Orderly. DD Form 285 will be prepared in one copy and sent to 28 CS/SCOK for appointment of new personnel. The servicing USPS will authenticate the card and the mail clerk will maintain it. Upon termination the card will be sent to 28 CS/SCOK.
2.3. Hours of Operation. The Postal Service Center shall be operated from 0700 to 1630 hours, Monday – Friday. Service is not required on days specified in Paragraph 4.1.2. of this PWS.
Answer Inquiries. Answer telephonic and walk-up inquiries concerning the Base Personnel Locator Service. The base locator telephone number is extension385-6229 and must be answered.
Release Data. Only the following data may be released by the contractor: name, organization, and office symbols, grade, duty phone, estimated arrival date, report-not-later-than date and departure date.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government will provide the equipment, materials, and services listed below or in Appendix B.
Services. The government is responsible for:
3.1.1. General.
3.1.1.1. Removal of any equipment condemned or replaced from the Postal Service Center facility area.
3.1.1.2. Electrical power into the building and circuit breakers.
3.1.1.3. Alteration, repair, and maintenance of buildings.
3.1.1.4. Providing adequate building space to be used by the contractor for operation, and package storage.
3.1.2. Utilities. The government will provide gas, electricity, sewage, and water.
3.1.3. Telephone. The government will provide a “Class A” telephone line.
3.1.4. Custodial Service. The contractor shall be responsible for keeping desks, tables, and miscellaneous mail equipment clean. Additionally, the contractor will be responsible for snow removal for the east and south side of building 2206. On the east side, the contractor will remove snow from building 2206 to sidewalk. On the south side, the contractor will remove snow in the unloading area for the USPS delivery vehicle.
3.1.5. Refuse Collection. The government will provide refuse collection.
3.1.6. Recycling. The government will provide recycling service according to Base standard.
3.1.7. Insect and Rodent Control. The government will provide insect and rodent control service.
3.1.8. Grounds Maintenance. The government will provide grounds maintenance.
3.1.9. Security Forces and Fire Protection. The government will provide all security and fire protection services. The phone number is: 911
3.1.10. Computer – As necessary to perform duties specified in this contract.
4. GENERAL INFORMATION.
Hours of Operation.
4.1.1. Normal. The contractor shall maintain operating hours at the Postal Service Center as listed below.

4.1.2. Holidays. The Postal Service Center shall be closed on all Federal holidays. Those currently include: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. The Contractor shall plan for an increase in mail and customer service requests during the Christmas season.
4.2. Security Requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The government will brief PSC personnel on security requirements and updates as required.
4.2.1. Base Access. The contractor shall obtain personal identification passes for all employees, and vehicle passes for all contractor and personal vehicles requiring entry onto Ellsworth AFB. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles to be registered.
4.2.2. Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work shift, all government facilities, equipment, and materials shall be secured.
Training. The contractor shall provide necessary training to employees as outlined in DOD 4525.6-M.
4.3.1. All contractor employees performing mail-handling duties shall be designated as a “unit mail clerk”. Designations will be accomplished using DD Form 285, Appointment of Military Postal Clerk, Unit Mail Clerk or Mail Orderly, before personnel assume mail-handling duties. The contract manager will notify the Chief, Administrative Communications, of all employees that require such designation. The Chief, Administrative Communications will prepare, record appointment, validate, and distribute all copies of DD Form 285. Mail handling personnel shall carry their DD Form 285 when performing mail-handling duties and shall present it when receipting for mail. When designated personnel are relieved, the contract manager is responsible for retrieving DD Forms 285, and returning them to the Chief, Administrative Communications for logging of the revocation date and destruction.
4.4. Contractor Personnel.
4.4.1. Management. The contractor shall provide a point of contact (POC) who shall be responsible for the performance of the work. The name of this person shall be designated in writing to the contracting officer. The POC shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The POC shall be available during normal duty hours to meet at Ellsworth AFB with government personnel designated by the contracting officer to discuss problem areas.
4.5. Conduct. Contractor employee family members shall not loiter in any working area during operating hours.
4.6. Performance of Services During Crisis Declared by the Secretary of Defense. The contractor will provide services designated as essential by the Functional Commander (FC) 28 CS/CC, or his/her designated alternate and will continue to provide such services, in accordance with the terms and conditions of the contract during periods of crisis. Hours of operation will not be changed; however, the crisis may necessitate the contractor provide increased or reduced support when required by the FC and Contracting Officer. The contractor will continue to perform services during emergency situations until relieved by the installation commander or his designated alternate.
4.7. Quality Control. The contractor shall maintain a quality control program to ensure the operation of the Postal Service Center is performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective operations.
