About this opportunity

The procurement is being conducted as other than full and open competition because the hardware is form/fit/function compatible with existing systems and ProCustom Group is identified as the manufacturer and sole provider. While this is not a request for competitive proposals, any firm believing it can fulfill the requirement may respond via email to Andrea Farrell at andrea.m.farrell7.civ@us.navy.mil by July 3, 2025, which is five days after the publication date of June 27, 2025. This procurement does not utilize any set-aside designations and is classified under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing. ProCustom Group is positioned as the incumbent supplier given their role as the manufacturer and sole provider of the specific portable aircraft loader model required. The contract involves a quantity of five units of the 600448-004 portable aircraft loaders, though no specific award value or budget range is disclosed in the notice. The procurement timeline is compressed with only a five-day response window from the publication date, indicating the agency's intent to move quickly with the sole source acquisition. The technical requirements emphasize compatibility with existing hardware systems, suggesting this is likely a replacement or augmentation of current equipment rather than a new capability acquisition.
