NOTICE :
A pre-award site visit will be conducted on Tuesday, 15 March 2016, at the outdoor base pool facility, on Dyess AFB, at 10:00AM. This will be conducted a week after the initial solicitation is posted on FBO. Representatives from both Contracting and Civil Engineering will be present to address any concerns about requirements. The site registration form is attached to this synopsis and should be completed and turned in by 11 March 2016 at 1400 CST.

1. Below is the proposed outdoor base pool repair synopsis for the pre-solicitation notice to be posted on the FedBizOps website. Request your review and approval.
2. This acquisition is a competitive Small Business Set-Aside for the outdoor base pool repair. It will be a Firm Fixed Price Contract (FFP) and award will be made to a Total Small Business Set-Aside. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 236220. All other firms are deemed ineligible to submit offers. Small business size standard is $36,500,000.00.
3. The work requirements to be performed by the contractor consists of, but are not limited to, filling all hollow spots in existing plaster, using SGM DIAMOND BRITE or equivalent quarts based plaster mixture applied to a uniform thickness of 3/8" to ½", preparing for optimal bonding, acid washing the pools surface with a 25% Muriatic Acid solution to ensure proper cleaning, applying a layer of SGM BOND KOTE or equivalent product with a roller before plastering, reinstalling original covers and skimmer baskets, reporting any problems with broken hardware prior to plaster work, refilling pool with water and training Dyess AFB personnel how to properly balance the water and care for the new plaster, removing any, and all above ground existing polyvinyl chloride (PVC) pipe, and flanged valves from the distribution/filtration system on the pump discharge outlets, removing the three existing 63" media filters from the pump house and installing three brand new ASTRALPOOL (P/N: 06684) or equivalent 63" standing fiberglass shell media filters, filling the newly installed media filters with the correct amount/type of media, installing brand new appropriate PVC piping throughout, painting the newly installed PVC, installing two new pressure gauges, removing the existing chlorinator, installing a brand new ACCU-TAB (P/N: 3140AT) or equivalent chlorinator, removing the existing chemical feeder, installing a brand new AQUASOL (P/N: SYSTEM-SWFx12) or equivalent WTC dual controller chemical feeder, and cleaning up pool area of debris from construction project.
5. Place of Performance: Bldg. 7112, Dyess Air Force Base, Texas.
6. Period of Performance and Magnitude: 30 Days ADC and between $100,000 and $250,000.
7. The solicitation will be issued via Federal Business Opportunities (FedBizOps) at https://www.fbo.gov/. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the EPS site in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is http://www.sam.gov. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for the proposal to be considered responsive. There will be no preannouncement of when the solicitation will be available; however, the issue date for this solicitation is anticipated to be on or about 08 March 2016 with a closing date 30 days after issuance.
