About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking to procure five Peel 3D handheld 3D scanners and related accessories through a firm-fixed-price purchase order using Simplified Acquisition Procedures. The procurement specifically requires Peel 3.CAD 3D scanners with integrated software, USB dongle licenses, rugged cases, and V.I.Peel Customer Care Plans to support USMC XFAB, TACFAB, and AIMMS programs. The technical specifications mandate scan accuracy up to 0.05mm, weight less than 3 pounds, no wireless connectivity, hardwired Ethernet capability, and rugged, watertight cases. The government will evaluate quotes on a lowest price technically acceptable (LPTA) basis and intends to award a Blanket Purchase Agreement without discussions. Questions are due by 10:00 AM EDT on July 17, 2025, with quotes due by 10:00 AM EDT on July 22, 2025.
This procurement is set aside exclusively for small businesses under NAICS code 334513 with a size standard of 750 employees. The solicitation represents a brand name requirement for Peel 3D scanners manufactured by Creaform Inc., a business unit of AMETEK, Inc., as these scanners are already integrated into the baseline design of XFAB 2.0 and AIMMS shelter systems. The contract requires delivery of all five scanner systems by August 29, 2025, with shipping FOB Destination to NSWC Crane in Indiana. Market research determined that the Peel 3D scanner was the only handheld 3D scanner meeting the government's specific requirements for cost-effectiveness, accuracy, laser light source, and non-Chinese manufacture. The procurement is being conducted as a sole-source acquisition under a Non-Competitive Procurement Justification due to the unique technical requirements and existing system integration.
