About this file

This document is a Non-Competitive Procurement Justification Memorandum from Naval Surface Warfare Center Carderock Division (NSWCCD), Code 618, justifying a sole-source procurement of Peel 3D brand Handheld 3D Scanner Systems. The procurement includes five Peel3.CAD 3D scanners with integrated software, five USB dongle licenses, five rugged cases, and five V.I.Peel Customer Care Plans, required to support USMC XFAB, TACFAB, and AIMMS programs. The requested delivery date is 29 August 2025.

Market research determined the Peel 3D scanner was the only handheld 3D scanner meeting specific requirements: cost-effectiveness, scan accuracy up to 0.05mm, laser light source, and non-Chinese manufacture. The justification emphasizes that the Peel 3 system is already integrated into the baseline design of XFAB 2.0 and AIMMS shelter systems, with specifications accounting for the scanner's space, weight, and tie-down characteristics. The procurement is being conducted under Simplified Acquisition Procedures and is owned by Creaform Inc., a business unit of AMETEK, Inc.

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025

MEMORANDUM FOR FILE

FROM:

CODE: C/618

TO: Code 02

DATE: 6/18/2025

SUBJECT: Non-Competitive Procurement Justification Memo for Actions Under SAT

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer

3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)

NSWCCD, Code 618 requires the purchase of Peel 3D brand Handheld 3D Scanner Systems and Accessories.

Includes: five (5) Peel3.CAD (3D scanner with integrated software), five (5) USB dongle license, five (5) Rugged Case for Peel 3 Scanner, and five (5) V.I.Peel Customer Care Plan (CCP). These materials and warranty provide the USMC with 3D scanning capabilities in the field and are required to support the USMC XFAB, TACFAB, and AIMMS programs of record. The RDD for this procurement is 29 Aug 2025.

MANUFACTURER: Peel 3D/Creaform Inc (parent company) HQ ADDRESS: 4700 rue de la Pascaline, Lévis QC G6W 0L9, Canada HQ Phone: India Rioux, 418 833 4446

US PHONE: 855-939-4446

Note: Creaform Inc., a business unit of AMETEK, Inc., owns Peel 3D. Peel 3D is a brand under which Creaform offers 3D scanning products including the Peel 3.CAD model of 3D scanner.

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

A. BRAND NAME. The item required must be a brand name product, or feature of a product, particular to one manufacturer.

The Peel 3D brand name commercial item is required in order to replicate units for testing at NSWC Crane as this brand name component was already tested and proven in the existing systems. The item has already obtained

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025 testing certification, cybersecurity certification, and fielding approval from USMC Product Manager Maintenance Supply Systems for both the XFAB and AIMMS programs of record.

Market research was conducted to find a handheld 3D scanner that costs less than including software, has a scan accuracy of at least up to 0.05mm, uses a laser light source, and is non-Chinese made. Three handheld scanners in the price range were found: the Peel 3D Peel 3 scanner, the Artec Eva scanner, and the Shining 3D Einscan HX2 scanner. The Peel 3 scanner was the only one to meet all of the requirements.

1. Restrictive Rights. The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements. The item or service is only available from the Original Equipment

Manufacturer (OEM).

Peel 3D, owned by Creaform Inc., is the manufacturer of the 3D scanner brand of Peel 3 scanning products.

Products are sold directly through the Peel 3D online store, Creaform USA, and also through authorized distributors.

3. Federal Supply Schedule (FSS) IAW FAR 8.405-6(b).

4. Other Reasons.

Consideration of a handheld 3D scanner other than the Peel 3D brand name and model is not feasible. The Peel 3 system was the only handheld 3D scanner to meet the program requirements of cost, scan accuracy, scanner source, and country of manufacturer. The system is also part of the baseline for the XFAB 2.0 and AIMMS shelter system and was factored into the specifications of each XFAB 2.0 and AIMMS shelter systems as it pertains to space, weight, and tie downs for each shelter. Should the Government use a different brand and model of handheld 3D scanner within the XFAB and AIMMS shelter systems, the layout of the shelter and the weight would change and negatively impact the standardization and consistency amongst the XFAB and AIMMS shelter systems to be fielded.

B. SOLE SOURCE. (select all that apply)
