The Directorate of Contracting at Fort Carson, Colorado intends to issue a solicitation for removal and replacement PCB contaminated transformers at buildings 1129, 1350, 1360, 1361,1362, 1368, 1369, 1662, 1668, and 8000 and to test and document the results of testing 500 additional transformers at Fort Carson. The Contractor will be required to dispose of and replace the transformers IAW the Toxic Substances Control Act 40 CFR Part 761, the Resource Conservation and Recovery Act (RCRA) 40 CFR Parts 260-282, the Colorado Department of Public Health and Environment (CDPHE), 6 CCR 1007-3. The successful contractor will need to be able to handle and properly dispose of PCB contaminated material and work around High Voltage Electric lines and equipment. The Government anticipates a solicitation release date on or about 16 June 2008. The closing date and time for submission of offers will be contained in the solicitation package. The estimated magnitude of construction for this procurement is between $500,000 and $1,000,000. The NAICS code for this procurement is 237130 with a size standard of $31,000,000.00. The majority of the work is considered to be construction work and Davis Bacon requirements will apply. The successful contractor must be able to provide 100% performance and payment bonds. This procurement is set-aside 100% for Service-Disabled Veteran-Owned small businesses. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FBO) web site at http://www.fbo.gov. Interested offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package and any amendments. All contractors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) database or their proposal will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under Interested Vendors List. Added: April 8, 2008 Modified: April 10, 2008Track Changes Question: I know the solicitation will not come out til May, but I can better reply to our capabilities if we know the voltage, dimensions, and information as to whether they (transformers) are pad mounted or not.
Answer: They are all distribution system type transformers, the mounting style varies, there are pad mounted, pole mounted, and pole mounted type transformers sitting on the ground in fences and enclosures. The dimensions vary also. The system voltage is 12470 volts grounded wye with secondary voltages at 120 volts to 480 volts.
