About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a contractor to conduct research and development for optimizing a non-human primate model for multivalent Dengue vaccines using a self-amplifying RNA platform. The project requires comprehensive services including project management, antigen design, laboratory testing, and immunogenicity studies in mice and Aotus models. Key contract objectives include developing a minimum of 8 Dengue vaccine candidates, performing detailed laboratory activities such as antigen design, RNA manufacturing, and in vitro characterization, and submitting comprehensive research documentation. The solicitation requires monthly organizational meetings, ethical approvals for testing, and systematic research progression through quarterly milestones. Proposals must be submitted by March 17, 2025, with a complete performance period of one year.
The contract is not set aside for any specific business category and will be performed in Peru, focusing on research and development in life sciences (NAICS 54171). The contractor will be responsible for all supply and material costs, including sample collection, transport, and storage, with required deliverables including vaccine candidate sequences, immunogenicity study results, and sufficient vaccine quantities for testing. The research will involve quarterly activities beginning with organizational meetings, ethical approvals, and supply purchases in the first quarter, progressing to immune response evaluations and molecule preparation in the second quarter. Shipments of vaccine candidates will be made to NAMRU-SOUTH Lima facilities located at Av. Venezuela cd 36 S/N in Bellavista-Callao, Peru, with comprehensive monitoring and communication expected throughout the project duration.
Notice text
The contractor will provide general classes of services including (but not limited to) project management, design and down selection of antigens for Dengue virus (DENV) vaccine, immunogenicity testing in a mice model, laboratory testing, shipment of samples (if needed), data analysis and reporting.
Monitoring activities will be conducted by NAMRU SOUTH and periodical monitoring visits and reports will be coordinated. Frequent communications such as monthly teleconferences are expected during the conduction of the study.
The following elements are required:
a. ANTIGEN DESIGN
A.1. LABORATORY ACTIVITIES
a.1.1. Antigen Design & Synthesis
a.1.2. RNA Manufacturing & Release
