About this opportunity

The United States Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) has issued a Special Notice regarding a sole source task order extension for IT Development Services. The notice concerns the Operations and Reporting System (OARS), an IT system to be utilized by APHIS Wildlife Services. The contract will be awarded to Axiom Resource Management, Inc. through GSA contract schedules, specifically utilizing FAR 8.405-6(a)(1)(C) procedures. The task order extension will be for 8 months at no additional cost, with the primary objective of completing final system development and go-live services. The opportunity is classified under NAICS code 541511 with a small business size standard of $34 million.

The purpose of this Special Notice is to extend the current task order to facilitate the final development and support of the OARS IT system, with a targeted go-live date of October 14, 2025. While the government is not seeking competitive proposals, interested sources, including small businesses capable of providing the required services, are encouraged to submit detailed capability information. Contractors should note that no requests for capability briefings will be honored, and any submitted information is voluntary and will not result in contract award or reimbursement. Interested parties must email Larry Nelson at Larry.D.Nelson@usda.gov by the closing date of March 17, 2025. The justification for the sole source extension is based on Axiom's specialized expertise with OARS, which would make switching contractors disruptive and costly at this final stage of development. After this extension, APHIS will assume responsibility for the system's operation and maintenance.
