Notice text

The John A. Volpe National Transportation Systems Center (Volpe Center) in support of the Environmental Protection Agency (EPA), Cambridge, MA, is seeking to procure services to redevelop the upstream tool and associated database capable of modeling emissions from transport and production of mobile source fuels. The same resources used in the development of the Federal Aviation Administration's (FAA) Aviation Environmental Design Tool (AEDT) are used in the development of the upstream tool. The Volpe Center development team has used the Emissions Modeling Framework (EMF) as the core of this new tool. This upgrade requires advanced expertise in the EMF. The Volpe Center plans to extensively use the EMF as the core of this new upstream tool. The Government intends to award a purchase order on a sole source basis under FAR Subpart 13.106-1(b) to the University of North Carolina at Chapel Hill, The Center for Environmental Modeling for Policy Development. The NAICS Code is 541990; the Small Business size standard is $15M.
