About this opportunity
The Department of the Army, specifically the Deputy Assistant Secretary for Cost and Economics (DASA-CE), is conducting a Sources Sought Notice (SSN) for technical support services related to the Operating and Support Management Information System (OSMIS). The government seeks contractors capable of providing comprehensive technical support in areas including Operations and Support costing, database management, output products, and hosting services for the Cost Performance Portal. Qualified vendors must submit detailed capability statements addressing specific service requirements such as data collection, cleaning, processing, mapping, transformation, publishing, help desk support, system administration, and risk management framework implementation. Responses are limited to 25 pages and must be submitted electronically to the Contract Specialist LaTischa Castro-Kiser by 5:00 PM Eastern Time on May 16, 2025. The government will evaluate market capacity to determine potential service providers and assess the ability to deliver performance-based service acquisition contract support.
The current solicitation does not specify a definitive set-aside, but indicates that the requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. While no specific award value is mentioned, the contract involves supporting critical Army budget processes including Program Objective Memorandum (POM), Budget Estimate Submission (BES), and Presidential Budget events. Contractors will need to maintain a SECRET security clearance and demonstrate expertise in Army logistics and financial systems. The work will primarily be performed at the contractor's facility, with potential travel requirements, and involves supporting enterprise systems like LMP, GFEBS, GCSS-A, and AESIP. Importantly, the government emphasizes that this is a market research effort, and not responding to the Sources Sought Notice does not preclude participation in any future Request for Proposal (RFP) that may be issued.
