About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 is seeking to procure comprehensive Omnicell Windows XTE and server upgrades for pharmacy automation systems across six medical centers in the VA Midwest Healthcare Network. The contract encompasses all necessary licensing, software, hardware, mounting solutions, labor, materials, testing, training, technical support, maintenance, and project management services required to implement these upgrades. The procurement is driven by hardware limitations of existing cabinet consoles that cannot support newer, more secure operating systems or maintain approved security and Windows updates. The solicitation requires contractors to provide complete upgrade solutions including replacement of cabinet consoles, installation of new touchscreen monitors and keyboards, TPM chips, and server operating system updates. Technical submissions are due by September 15, 2025, at 1:00 PM Central Standard Time, with electronic submission required to the Contracting Officer.

The solicitation is classified under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a small business size standard of 1000 employees, though the opportunity notice indicates "No Set-Aside Used" while the government file summary mentions it is set aside for small businesses. The upgrade project covers 237 console units across different configurations including full height, half height, and AWS units distributed among the Fort Meade, Hot Springs, Central Iowa, Fargo, Iowa City, and Sioux Falls medical centers. The primary place of performance is listed as Eagan, Minnesota, though services will be delivered across multiple VA facilities throughout VISN 23. The procurement falls under PSC category 6515 for Medical and Surgical Instruments, Equipment, and Supplies, reflecting the specialized healthcare technology nature of the pharmacy automation systems being upgraded.
