About this opportunity
The Defense Logistics Agency (DLA) Aviation has issued a Sources Sought Notice to conduct market research for NSN 1650-002552694, a fluid filter element used in the Ohio Class SSN (Trident) submarine system with weapon system designator code 23N. The item is currently manufactured by QPL approved sources under MIL-DTL8815E specification, part piece number M8815/3-15. Companies interested in demonstrating their capability to manufacture or legitimately obtain this fluid filter element must submit responses by September 12, 2025, at 8:00 AM Eastern Standard Time to Tatjana Klemmer at tatjana.vaughan@dla.mil. This is strictly a market research effort and not a solicitation, with no commitment by the government to award any contract. Companies seeking to become approved sources must submit a comprehensive Source Approval Request (SAR) package through the established SAR Program, demonstrating their ability to manufacture products at the same or superior quality level compared to currently approved items.
This opportunity does not utilize any small business set-aside designation and is open to all qualified manufacturers. The current approved sources operate under the QPL (Qualified Products List) system established by military specification MIL-DTL8815E, though specific incumbent contractor names are not disclosed in the notice. No contract values, award amounts, or budget ranges are specified since this is a sources sought notice rather than an active procurement. The SAR review process can take over 180 days once submitted, and DLA Aviation will not process SARs for items that are fully competitive or have low demand. Companies are encouraged to use the DLA Supplier Requirements Visibility Application and PUB LOG FLIS to assess item demand and review approved sources before investing time in SAR preparation. The fluid filter element falls under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC code 1650 for Aircraft Hydraulic, Vacuum, and De-Icing System Components.
