Notice text
The Department of Veterans Affairs, VA Perry Point Medical Center, has a requirement to perform electrical design to upgrade/improve the Dietetics Kitchen in Building 17H. The design will consist of plans to install an emergency generator at Building 17H and re-routing existing duct banks. As stated in the description of services to be performed, the A/E firm will design an alternate electrical feed system from a newly installed concrete manhole vault, underground to the exterior wall of Building 17H, then exposed along the wall to tie in the existing switchgear inside the basement level. The systems will connect to, and become part of the electrical systems designed by EBL Engineers, LLC in the original design project. It is the Governments belief that only EBL Engineers, LLC possesses the required capabilities to successfully meet this requirement within the time constraints. EBL Engineers, LLC previously held the A&E portion (V512(P)P-977) of contract number VA245-C-0307 project number 512-07-309 titled FCA Upgrade/Improve Dietetics Kitchen Project. The previous contract as designed by EBL Engineers, LLC was halted due to unforeseen site conditions and as time passed funding for all A&E design work expired on the previous contract. To keep all design plans consistent and hold the continuity of all construction completed to this point on construction project 512-07-309, the Department of Veteran Affairs, VA Perry Point Medical Center intends to award a Firm-Fixed price A&E contract to EBL Engineers, LLC for the redesign of the electrical portion of Building 17H Dietetics Kitchen pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. It is the Governments intention to solicit and negotiate only with this source. Per FAR 6.302-1, "all responsible sources may submit a capability statement which shall be considered by the agency". Inquiries to this notice shall be submitted no later than 15 calendar days of the posting of this notice. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. As required by FAR 6.305 Availability of the Justification, the sole source justification as approved shall be made publicly available within 14 days after contract award.
