Notice text
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Disease (USAMRIID) to procure SciFinder Discovery Platform without competition as prescribed in FAR 13.106-1(b)(1). Specifically, the Government will procure this software from Chemical Abstracts Service (CAS).
USAMRIID is procuring SciFinder Discovery Platform. CAS is the sole source provider of this enterprise-wide platform solution for scientific information searching, with no certified resellers. SciFinder Discovery Platform is the only platform found to satisfy the USAMRIID functional requirements necessary for scientific information searching. The SciFinder Discovery Platform has all required options and features, and remains the primary and gold standard for these chemoinfomatic options.
CAS accelerates breakthroughs by curating, analyzing, and connecting the world’s scientific knowledge to reveal unseen relationships. SciFinder is an extremely important tool for advancing research, repurposing technology, making strategic decisions, or leading digital R&D initiatives, resulting in researchers getting results faster. The North American Industry Classification System (NAICS) for this requirement is 511120 and PSC DA10.
Proposed solicitation number: W81XWH21Q0199.
This announcement fulfills the synopsis requirements under FAR 5.102 (a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 7 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least seven(7) days after the publication of this notice, the solicitation will be issued as sole source requirement.
All questions and responses concerning this notice shall be emailed to Ireneusz (Erik) Jozwiak at ireneusz.a.jozwiak.civ@mail.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 3:00 PM ET, 13 August 2021.
