About this opportunity
The U.S. Army Contracting Command - Intelligence and Security Command (ACC-INSCOM) has published a Notice of Intent to Sole Source for Global 6500 pilot training services. This special notice, posted on April 20, 2026, announces the Army's intention to award a sole source contract under the authority of 10 United States Code 3204(a)(1) and FAR Part 6.302-1(a)(2). The procurement is for FAA-approved Level D Full Flight Simulator training to support pilot initial qualification and recurrent training on the Bombardier Global Express 6500 jet. According to the notice, only one contractor currently possesses the FAA-certified Level D simulator that meets the Government's technical, regulatory, and configuration-specific requirements. The anticipated contract award is scheduled for the fourth quarter of fiscal year 2026 and will be structured as a Firm-Fixed Price agreement.
The primary objective of this procurement is to ensure Army aviators receive qualification credit and proficiency training through a Level D certified flight simulator, which provides the necessary fidelity that is not available from other training providers. Interested firms have until April 23, 2026, to submit capability statements demonstrating their capacity to deliver Global 6500 FAA-approved Level D simulator training. Although this is designated as a sole source effort and not a competitive solicitation, the notice explicitly states that all responsible sources may submit capability statements for agency consideration. Contractors must be capable of providing comprehensive training services including classroom academics, FAA Level D certified flight simulation, and required check rides to support both initial and recurrent pilot qualifications. The contract scope covers training requirements for Army aviators operating the Bombardier Global Express 6500 aircraft.
