About this opportunity

The U.S. Army Corps of Engineers Chicago District has issued a Notice of Intent to Sole Source contract to Dr. Charles Yoe for technical peer review services related to the Great Lakes Coastal Resiliency Study (GLRCS). The notice indicates the agency's intention to award a contract without competitive bidding due to Dr. Yoe's unique qualifications and expertise. This opportunity falls under the Total Small Business set-aside category and is classified under NAICS code 541690 for Other Scientific and Technical Consulting Services. The contract relates to special studies and analysis work for defense purposes, as indicated by the PSC code B541. The notice was posted on July 1, 2025, signaling the agency's commitment to moving forward with this specialized technical review requirement.

The primary objective of this sole source contract is to conduct a mandatory technical peer review of the modeling framework and supporting data used in the Great Lakes Coastal Resiliency Study before presenting results to the public. Dr. Yoe has been identified as uniquely qualified due to his national recognition as an expert in risk management economics, his extensive collaboration with USACE on SMART planning principles, and his authorship of numerous guidance documents used throughout the agency. His role as lead instructor for USACE's Certificate in Risk Assessment and Management program and his deep institutional knowledge of USACE's civil works program further distinguish him as the sole viable candidate. The agency has determined that his technical reputation, familiarity with risk frameworks, and expertise in communicating uncertainty make him irreplaceable for validating the risk methodologies and public outreach materials associated with the GLRI model framework. No specific deadlines or application requirements are mentioned in this notice, as it serves to announce the agency's intent to proceed with sole source procurement rather than solicit competitive proposals.

Notice text

To present the modeling framework results to the public and apply them in the Great Lakes Coastal Resiliency Study (GLRCS), USACE is required to subject the framework and supporting data to a technical peer review. The proposed contractor, Dr. Charles Yoe, is uniquely qualified for this task.

Dr. Yoe is a nationally recognized expert in risk management economics and currently serves as a professor at Notre Dame of Maryland University. He has worked extensively with USACE on the development of SMART planning principles and has authored numerous guidance documents used throughout the agency. He is also the lead instructor of USACE’s Certificate in Risk Assessment and Management program, a credentialing course relied upon by USACE professionals nationwide.

Dr. Yoe’s familiarity with USACE’s civil works program, risk frameworks, and communication of uncertainty makes him uniquely positioned to review and validate the risk methodologies included in the GLRI model framework and related public outreach materials. His institutional knowledge, technical reputation, and authorship of foundational USACE guidance preclude the availability of a viable alternative source for this effort.
