About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), part of the U.S. Department of Commerce, has issued a notice of intent to negotiate a sole-source contract for a foam-filled sponson and collar for the NOAA Ship Nancy Foster. The agency intends to procure this specialized marine equipment directly from Wing Inflatables Inc., located in Lafayette, California, which is the original equipment manufacturer (OEM) for these custom components. This procurement falls under the Total Small Business set-aside category and will be conducted using FAR Part 13 Simplified Acquisitions Procedures and FAR Part 12 Commercial Items guidelines. The vessel was originally designed and built by Northwind with proprietary specifications that only Wing Inflatables can manufacture. The North American Industry Classification Code (NAICS) for this acquisition is 336612 (Boat Building) with a business size standard of 1000 employees.
The purpose of this sole-source approach is to avoid unnecessary markups, delays, warranty issues, and delivery complications that could arise from using intermediaries, while ensuring the specialized equipment meets the vessel's performance and stability requirements. The government is seeking to acquire one sponson with a new collar of the same proprietary design that maintains the vessel's integral operational characteristics. While this is not a competitive solicitation, NOAA will consider capability statements from authorized distributors, re-sellers, or dealers of Wing Inflatables who can provide the required equipment without additional markups or compromising manufacturing, delivery, and warranty terms. Interested parties must submit detailed capability statements by July 24, 2025, at 5:00 PM EST to Alexander Cancela at alexander.cancela@noaa.gov. Evidence of authorization as a dealer/supplier, ability to provide the required item, and availability must be included in the submission, though the government retains sole discretion in determining whether to conduct competitive procurement based on responses received.
