About this opportunity

The Naval Information Warfare Systems Command (NAVWAR) intends to award a sole-source modification extending the five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract N00039-22-D-0070 with L3Harris Technologies Incorporated, with an estimated response date of August 27, 2026. The contract extension covers a five-year Period of Performance and represents a sole-source action under 10 U.S.C. 3204(a)(1) and FAR 6.103-1, with no other source deemed capable of satisfying agency requirements.

The procurement provides tactical portable radios with secure waveform capabilities and satellite communications (SATCOM) to the United States Navy, Marine Corps, Air Force, Army, Coast Guard, and other stakeholders. The radios serve as principal command and control tools for all Naval Forces, including Navy Expeditionary Combat Command (NECC) and Naval Special Warfare (NSW), with interoperability requirements across already-fielded Joint and Coalition/Allied Forces platforms. Portable radios also support shipboard emergency communications. The contract covers various tactical portable radios and related ancillary parts.

L3Harris Technologies, located at 1680 University Ave, Rochester, NY, is identified as the original designer, developer, and manufacturer of the tactical portable radio solution. The contract extension utilizes the remaining unused ceiling from the original award, valued at an estimated total of $2.47 billion. The solicitation carries no set-aside.
