About this opportunity

The U.S. Fish and Wildlife Service has published a Notice of Intent to Award a Sole Source contract for water monitoring equipment at the Souris National Wildlife Refuge. This procurement involves specialized water control structure radar units, data loggers, and satellite communication equipment from OTT HydroMet and Sutron, valued under the simplified acquisition threshold of $250,000. The equipment includes six Radar Level Sensors, six SatLink 3 Lite data loggers, and six geostationary antennas with GPS capabilities for remote water level monitoring. The procurement is classified under NAICS code 334519 for measuring and controlling device manufacturing, with PSC code 6680 for liquid flow and level measuring instruments. This is not a competitive solicitation but rather a notice of the agency's intent to make a sole source award.

The primary purpose of this procurement is to support water supply and flood control monitoring as part of a U.S.-Canada agreement, with the equipment to be installed by FWS employees at J Clark Salyer NWR and Upper Souris NWR. Interested parties have until August 5, 2025 at 5:00 PM Central Time to respond with evidence that competition would be advantageous to the government. Any responses must demonstrate clear and convincing evidence of competitive alternatives and must be submitted to the point of contact Jack Skogen via email. The agency emphasizes that this notice is solely for determining whether competitive procurement should be conducted, and the decision to proceed with sole source remains at the government's discretion. The justification for sole source selection is based on the specialized, integrated nature of the equipment and the agency's existing familiarity with the specified systems and software.
